The Ministry of University and Research, in collaboration with the Conference of Italian Universities Rectors (CRUI), has launched a call for applications for 100 scholarships for the academic year 2025/2026. This initiative aims to empower students with international protection status by helping them integrate into the Italian higher education system.
These scholarships are designed to provide financial assistance for university students enrolled in Italian institutions, helping them pursue their academic goals. The program is part of a larger project funded by the Asylum, Migration, and Integration Fund (AMIF 2021-2027) and aims to support the reception and integration of migrants into higher education.
In addition to financial support, the program provides students with access to essential services and tools that support their academic journey.

Who is eligible to apply?
Applicants who meet the following requirements are eligible for the scholarship:
- Applicants must hold international protection obtained in Italy (refugee status, subsidiary protection, or temporary protection for Ukrainian citizens).
- The two main categories are eligible:
- Category A: Students who received this scholarship in 2024/25 and will continue in the same bachelor’s, master’s, or single-cycle master’s degree in 2025/26.
- Category B: First-time enrollees in 2025/26 in a bachelor’s, master’s, or single-cycle master’s program at a CRUI-affiliated Italian university, who have not previously enrolled in such programs in Italy.
- Students who completed a bachelor’s degree with the scholarship in 2024/25 and are now enrolling in a master’s program are also eligible.
- Course transfers are not eligible.
- For bachelor’s or single-cycle master’s enrollment:

Provide either a Declaration of Value in loco or a CIMEA certification of your high school diploma.

- For master’s degree access:

CIMEA certification is recommended (free for protection holders), though a Declaration of Value in loco is not mandatory.

Student loan refinancing -
- European Qualifications Passport for Refugees may be accepted as proof of qualifications.
- Each university may use its procedure to enroll refugee students.

Applicants must submit the following documents:
- Copy of identity document issued in Italy
- Document certifying possession of international protection status in Italy
- University enrollment certificate for A.Y. 2025/26
Selection Process and Criteria
Scholarships will be awarded to students with international protection who complete enrollment in a CRUI-affiliated Italian university by August 10, 2025, based on merit and the availability of funds.
- For 2nd year and beyond: Students must meet minimum CFU (credit) requirements by August 10, 2025:
- 2nd year (2024–25 entry): 15 CFU
- 3rd year (2023–24 entry): 60 CFU
- 4th year (2022–23 entry): 90 CFU
- 5th year (2021–22 entry): 120 CFU
- 6th year (2020–21 entry): 150 CFU
- Only CFUs earned within the enrolled course count; transferred or previously validated credits are not accepted.
- 1st-year students (2025–26 entry) and those who were asylum seekers in 2024/25 and now hold protection status can apply without CFU requirements.
