National Technical Assistant – Social Scientist (m/f)
Enabel is the Belgian development agency. Under the 2030 Agenda for Sustainable Development, we carry out public service assignments in Belgium and abroad. In addition, Enabel enhances the impact of Belgium in international development by carrying out assignments for Belgian and international third-party donors.
The new country programme for the Belgo-Rwandan cooperation 2019 – 2024 will intervene in the health sector, with the following general objective: “The delivery of sexual and reproductive health services including family planning services is increased as well as the access of households to health care”.
Two complementary interventions are foreseen, each with its specific objective:
Specific objective 1: (Result-based Financing-RBF): To ensure that all women, new-born, children, adolescents and men have universal access to quality integrated RMNCAH (Reproductive, Maternal, New-born, Child and Adolescent Health) and/or FP/ASRH (Family Planning & Adolescent Sexual Reproductive Health) services.
Specific objective 2: To ensure accessible, evidence-based, improved and innovative health services (with special attention to sexual and reproductive health services) with increased citizens’ participation and engagement in development.
In view of the further development of its activities, Enabel is currently looking for an (f/m) National Technical Assistants – Social Scientist.
Location: Karongi District with frequent traveling to Nyamasheke, Rusizi and Kigali and other districts if necessary
Duration of the contract: Open-ended– local contract according to the Rwandan labor law.
Expected starting date: November 2019.
Salary package: From 2.567.064 RWF gross salary depending on the number of years of relevant experience.
Function:
The National Technical Assistant – Social Scientist will work under the direct supervision of the Senior International Technical Assistant Social Scientist. She/he will support and accompany the Districts in relation to the coverage and quality of the health services which are targeted by Specific Objective 2 (SO2) to ensures accessible, evidence-based, improved and innovated sexual and reproductive health services for empowered citizens in 3 Rwandan districts; and she/he will assist the International Technical Advisor (ITA) – Senior Social Scientist Expert in her/his functions including to assure the evidence-based documentation of innovative experiences and quality-improvement initiatives.
In general, (s)he will:
Contribute to the implementation of the Health program by providing input for planning, execution, coordination, and monitoring and evaluation activities
Support and accompany the districts with the activities regarding the social and behavioral change, the reinforcement of a comprehensive lifecycle SRH model (including sexual and gender-based violence, reduction of gender inequities, teenage pregnancies and drug & substance abuse) and self-reliance at the level of the community.
(S)He will directly accompany Rusizi, Nyamasheke and Karongi districts regarding social and behavioral change and self-reliance at the level of the community with the support of the Senior ITA Social Scientist Expert. In the 4 other districts (Gakenke, Rulindo, Nyarugenge, and Gisagara), the ITA will be the first supervisor
Contribute to providing evidence-based documentation of innovative experiences
Follow the organization and the division of work planned by the Senior International Technical Advisor – Social Scientist to assure that qualitative technical support is given to all 7 districts supported by the program with regard to social and behavioural change and self-reliance at the level of the community related to Sexual and Reproductive health
Contribute to designing the call for proposals to the Rwandan Civil Society Organisations jointly with the concerned districts and the Rwanda Biomedical Centre
Profile:
Rwandan Nationality
Master’s degree in social science, Master’s degree in anthropology is an asset
At least 5 years of experience as a social scientist
Proven experience in Public Health, Community Health or equivalent
Proven knowledge of Rwanda health systems especially at an operational level
Experience in community health, family planning, sexual & reproductive health and/or gender-based violence prevention preferably at a decentralized level
Knowledge of sexual and reproductive health
Proven scientific experiences is an asset
Clear and concise writing skills, good communication, presentation, and facilitation skills
Demonstrated interpersonal skills and the ability to work in a multi-actor environment
Ability to work under stressful conditions with no objection to working overtime and undertaking field missions
Fluent in Kinyarwanda and in English with good knowledge of French
Good knowledge of ICT (Word, Excel, PowerPoint, and Database)
