VACANCY ANNOUNCEMENT

The Government of Rwanda has secured grant from the Swedish International Development CooperationAgency (SIDA) through the One UN to advance and sustain gender equality gains in Rwanda.

The programme is implemented under a joint programme framework between the National Gender Machineryand the One IIN in Rwanda.

The main objective of this prograrnme is to accelerate and sustain gender equality gains in Rwanda.

The joint programme brings together four (4) institutions that make up the National Gender Machinery inRwanda namely, the Ministry of Gender and Family Promotion (MIGEPROF), the Gender MonitoringOffice (GMO), the National Women’s Council (NWC) and the Rwanda Women Parliamentary Forum(FFRP) and is articulated around 4 key strategic priorities:

(i) Institutional strengthening of the NationalGender Machinery;

(ii) Grounding gender equality in policies, programmes and budgets at all levels;

(iii) Strengthening accountability mechanisms for gender equality across all Sectors and Districts and;

(iv) Increasing access to productive resources for vulnerable women.

It is in the above context that the MIGEPROF would like to invite qualified technical personnel to apply for the following vacant posts of the above mentioned joint programme.

1.Communication and Information Officer

Qualification and experience required

A master’s degree or equivalent in communication, public relations, journalism,international relations or other related fields. A bachelor’s degree in above mentioned fields with a minimum of two (02) years of experience is also acceptable. Having undertaken similar duties in a relevant public institution, private sector or in an international organization.

Familiarity with gender equality and family promotion issues will be an added value. Demonstrated experience in web-based and multi-mediacommunications tools. Have a creative, energetic but pragmatic approach to create and promote enabling environment for open communication as well as building a culture of knowledge sharing and learning across the Ministry.

Computer literate, good speaking and writing ability of English, French and Kinyarwanda is essential.


2.Institutional Capacity Development Specialist

Qualification and experience required

A masters degree in Economics, Project Management,development studies, business Administration, policy development studies, research studies; gender development studies with 2 years of experience or A0 in above qualification with 5 years of experience.

Knowledge of results based management, logical framework approach, & strategic planning.

Knowledge of Rwanda Public service and Labor Sector Policies and Strategies.

Knowledge of drafting Action Plans and Operational Plans.

Knowledge to conduct policy and analysis and draft proposals.

Knowledge of Monitoring and Evaluation concepts,systems and tools.

Possess computer skills; Organizational skills, Communication skills,High analytical & complex problem solving skills, Decision making skills, Time management and team working skills.

Fluent in Kinyarwanda, English and/ or French; knowledge of all is an advantage.


 3. Procurement Officer

Qualification and experience required

Advanced or undergraduate degree or equivalent in Business Management, procurement,Economics, Law, Engineering or any other related field.

Holding a CIPS (A professional certificate from Chartered Institute of Purchase and Supply) would be an added advantage.

Have a minimum of three (03) years prior work experiences in public procurement for undergraduate degree holders, and two (02) years for postgraduate degree holders.

Knowledge of World Bank procurement policies and practices is a strong asset.

Conversant with National Procurement Laws.

Have practical skills and experience to handle civil works contracts and related consultancy services is an added advantage.

Familiarity with international public procurement practices and experience in vetting major works bids and engineering consultancy contracts from bidding process, evaluation, processing no objections, negotiating contracts and contract management.

Have a high level of interpersonal and management skills and ability to work with teams at all levels.

Ability to work under pressure and tight deadlines.

Demonstrated computer knowledge and skills in MS office package.

The applicant should be fluent in spoken and written English.

A working knowledge of Kinyarwanda and French will be an added advantage.

The hard copies of the above mentioned documents must be submitted at the reception of MIGEPROF in the Prime Minister’s office premises not later than 31st May 2017 at 5: 00pm and addressed to the Permanent Secretary/ Ministry of Gender and Family Promotion.
