Job Description

• To provide technical advice to support the effective launch of agreed innovations within the VUP under the SPP, including ePW, DS for agreed new categories of household etc.
• Propose and manage reviews and analytical work to support the effective implementation and continual improvement of ongoing DS and PW programs, ensuring that evidence
– based solutions are identified to address any challenges (for example with timeliness of payments etc.)
• Propose and manage analytical work in support of the design of any new interventions, strategies or policies that might be proposed that relate to core SP. Provide technical input to these new areas of work.
• Provide technical support in the preparation and delivery of new lending programs in social protection. There would also be related analytical work and policy dialogue.
• As a team member of SP SPIU, provide overall professional operational and analytical support to the social protection division and other divisions as deemed necessary. This will include providing technical support on analytical work such as research/studies, process evaluations, and impact evaluations, cost/value for money analysis.
• Contribute to the capacity
– building activities of LODA, by building capacities in relation to core SP, and provide technical inputs in the elaboration of capacity building manuals, plans and guidelines.
• Work in close collaboration with all relevant stakeholders.
• In addition, he/she will support the MIS Unit in module development and refinements.
• Support the World Bank officials responsible for social protection specifically on the IPF.

Job Profile

• Bachelor’s degree in Economics, Social work, Public Policy, Nutrition, Public Health, Development Studies with at least 7 years of experience working in social protection.
• Master’s Degree in the same fields with at least 5 years of working experience in the Social Protection Sector.

• Experience and demonstrated knowledge in the concepts, approaches and practices in the social protection taking into consideration rights
– based approaches and programming. Knowledge of international evidence and best practice in the social protection sector.
• Ability to translate theoretical knowledge into practical applications in the context of Social Protection.
• Track record of contributing effectively to strategy and policy development and program design in the social protection sector.
• Ability to juggle effectively multiple, often overlapping responsibilities and to provide timely, quality inputs, advice and process facilitation to tasks mostly managed by others, all with a minimum supervision and a high degree of initiative.
• Capacity to interact effectively with a range of stakeholders within government and outside government with a strong client orientation.
• General knowledge of operational policies, processes, procedures and systems used in different aspects of the project cycle,
• Willingness and capacity to learn development partners’ procedures, processes and guidelines quickly.
• Ability to operate independently with minimal direct supervision and support.
• Ability to advise, influence and promote consensus among different stakeholders
• Understanding of Rwanda’s decentralized governance framework
• Excellent team working and communication skills
• IT literate, excellent skills in Excel and Word
• Strongly results oriented and able to manage a complex and multi
– faceted workload.
• Very strong oral and written communication skills in English and Kinyarwanda are essential knowledge of French is an added advantage.
