JOB AT NYARUGURU DISTRICT : Director One Stop Center and Land Notary : ( Deadline : 07 June 2019 )
Job Description
– Render notary services in land
– related matters to service seekers as per the competences set forth by the law governing the notary function;
– Implement policy guidelines and national standards on infrastructure and land management;
– Avail data and contribute inputs for purposes of evidence
– based bottom
– up led policymaking in the sector;
– Develop programs to raise public awareness on different types of urban housing;
– Participate in setting up mechanisms of training the local community in matters pertaining to responsible land and infrastructure management;
– Ensure quick service delivery in accordance with the client charter;
– Monitor OSC teams and advise on areas of improvement;
– Sign land ownership certificates;
– Coordinate the implementation of land use plan developed by the Districts in accordance with policies or legislation in use;
– Issue construction permits and monitor compliance with construction plans;
– Sign construction permits based on their approved plans;
– Sign certificates certifying that construction of buildings is in conformity with approved plans;
– Issue authorization permits to modify, demolish, and occupy buildings;
– Coordinate the planning and budgeting, activity implementation and activity performance reporting of the Unit and supervise all staff therein;
– Develop project proposals to mobilize additional funding for the betterment of District’s land & infrastructure management practices;
– Seat on the Management Committee and defend the action plan & budget of the unit, as well as update the Management on the activity execution progress prior to their submission to the Executive Committee;
– Technically advise the Executive Secretary and or the Division Manager on all matters pertaining to land and infrastructure management;
– Ensure that a knowledge management strategy regarding the Unit’s attributions is in place and effectively implemented.
Job Profile
Bachelor’s degree in Law, Urban Planning, Urban Management, Regional Planning Strategies, in Civil Engineering, Land Management with at least 3 years working experience; or
Masters degree in Law, Urban Planning, Urban Management, Regional Planning Strategies, in Civil Engineering, Land Management with at least 1 years working experience.
Key technical skills and knowledge required:
– Deep knowloedge of Rwandan Legal System;
– High analytical and problem solving skills;
– Legal research and analysis in complex areas of law;
– Knowlegde of substantive law and legal procedures;
– Decision making skills;
– Excellent commnunication skills;
– Very effective organization skills;
– Team working skills;
– computer Skills;
– Fluent in Kinyarwanda, English and/or French
