Rwanda Revenue Authority is seeking to recruit self-motivated, qualified person to fill the post of:
RESEARCH AND POLICY ANALYSIS OFFICER (1 POSITION)
The Post is on Grade 5
Under the supervision of the senior research and policy analysis, the research and policy analysis officer, will research the implication of changes in economic policies and report on their impact on the tax base and revenue collection.
Specific responsibilities include:
Monitors operational performance standards;
Reviews and acts on the impacts of compliance of legislative and procedural changes;
Analyses and acts on trends of tax avoidance scheme and methods of tax evasion;
Reviews and acts on the impact of external agreements affecting the RRA operations;
Advise on operational priorities;
Analyses the implications and impact of tax policy changes on revenue collection;
Identifies ways and means through which the tax base is safe guarded for future reference;
Assists the senior research and policy analysis officer in providing timely and accurate performance reports to the principal research and policy analysis officer;
Qualifications, skills and competencies;
Bachelor’s degree in Economics or Statistics;
At least 1 year of relevant professional experience;
In-depth knowledge and understanding of data analytical software and languages such as STATA, SPSS,R, and Excel;
Ability to communicate findings from complex analysis to a wide variety of audiences, through written reports and presentations;
Ability to follow specified procedures, solve problems, plan, implement, monitor and evaluate tasks to deliver outputs to meet required deadlines;
Ability to prioritize workloads and work under pressure as well as a team member;
Experience of econometric techniques, predictive analytics, and data mining and
statistical analysis using large, complex datasets would be an added advantage.
