The role holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work in country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.


Save the Children is seeking a Communications Consultant for a USAID-funded SCOPE project, which aims to support the Rwandan Education Board to create and roll-out a school-community partnership model that supports improved learning and literacy for children in grades 1-3.

The Communications Consultant will work closely with SCOPE communications team to support Rwanda Reads to prepare for the International Literacy Day celebration, revamp the Rwanda Reads website and social media platforms with updated content as well as producing Rwanda Reads quarterly report. The Communications Consultant will also build the capacity of SCOPE program staff by training them on report writing.


Strengthen Rwanda Reads platform

  • Support Rwanda Reads to prepare for the International Literacy Day celebration; activity includes convening planning meetings, organizing learning events and improving coordination and publicity for the Literacy Day;
  • Support the revamping of the Rwanda Reads website with updated content;
  • Produce Rwanda Reads quarterly report and share with Mureke Dusome CoP and Technical Advisor;
  • Revamp the Rwanda Reads social media platforms (Twitter and Facebook).

Build the capacity of program staff

  • Undertake on-the-job training of the SCOPE technical team on report writing; activity includes using the process of producing SCOPE’s reports as the basis for training the SCOPE technical team in writing high quality reports and producing good case studies/human interest stories.

External Networking & Representation:

  • Collaborate and build on other development partners’ initiatives and best practices related to the advancement of the culture of reading

Child Safeguarding

  • Understand the provisions of the Child Safeguarding Policy, Code of Conduct and Local/Country Procedures and conduct oneself in accordance with the rules of the Child Safeguarding Policy, in personal and professional lives – which includes reporting suspicions of child abuse.
  • Do children risk assessment before conducting any activity
  • Ensure that all project activities carried out are considered in relation to prevention of sexual exploitation and abuse and handling of serious complaints in line with the child safeguarding policy.
  • Promote the message of child safeguarding to colleagues in other organizations and government ministries, children in their own and beneficiary families, and community members in general and be vigilant about observing possible child abuse/harm in their personal and professional lives.
  • Promote positive discipline messages in schools and communities.


  • Comply with Save the Children policies and practice with respect to child protection, code of conduct, health and safety, equal opportunities and other relevant policies and procedures
  • Coordinate with the Communications Specialist to ensure compliance with USAID’s marking and branding guidelines and all REB/MINEDUC policies on all materials developed
  • Perform other duties, as assigned by Chief of Party and Technical Advisor

  • University degree (Master’s degree preferred) in Communications, media studies or closely related fields
  • Experience in Coordinating and organizing high level events
