ABOUT WFP

WFP Rwanda works in partnership with the Government and other stakeholders through the direct implementation of integrated programmes targeting the most vulnerable people and will progressively shift towards building national capacity to formulate, manage and implement programmes for achieving zero hunger. In implementing its activities, WFP will bridge the humanitarian–development nexus and leverage its extensive experience and the contributions it has made in Rwanda over many decades in order to achieve four strategic outcomes:

Refugees and returnees in Rwanda have access to adequate and nutritious food at all times.
Vulnerable populations in food-insecure communities and areas have improved access to adequate and nutritious food all year.
Children under 5, adolescents and pregnant and nursing women and girls in Rwanda have improved access to nutritious foods and services that enable them to meet their nutrition needs all year.
Smallholder farmers, especially women, have increased marketable surplus and access to agricultural markets through efficient supply chains by 2030.

 

ORGANIZATIONAL CONTEXT

WFP Rwanda is seeking to recruit a suitable individual to fill the position of Programme Policy, Service Contract Holder, level 9, open in Kigali. The job holder will be offered a one-year contract renewable, following satisfactory performance and availability of funds and will report to the Programme Policy Officer (Home-grown School Feeding Project Manager) and will operate with a high degree of independence, manage more junior staff to ensure that programme and policy objectives are achieved in full. The job holder will be involved in a wide variety of programme and policy activities and analytical work, some of which may be of a considerable complexity and will be expected to contribute to performance improvement.

 

 

 

KEY ACCOUNTABILITIES (not all-inclusive)

Under the direct supervision of the Homegrown School Feeding Project Manager and the general supervision of the Strategic Outcome Manager (SO2 Manager), the incumbent will be responsible for the following key duties:

Contribute towards the development of school feeding as part of the national school feeding agenda
Consult with government counterparts to identify key programmatic entry points and challenges that help WFP align its thematic work.
Develop and coordinate data gathering and monitoring systems ensuring that rigorous quality standards are maintained.
Research and analyse a range of national policies and vision documents to inform the WFP’s development of programmes and activities around school feeding.
Contribute to the preparation of accurate and timely reporting on programmes and activities that enable informed decision making and consistency of information presented to stakeholders.
Support the identification, development and management of potential partnerships to collaborative working leading to improved school feeding activities.
Support the capacity building of WFP staff, partners and national government through developing various training materials and documentation of best practices

 

 

DELIVERABLES AT THE END OF THE CONTRACT:

 

 

Strengthened relationship with MINEDUC and MINAGRI
Establish new and strengthen existing partnerships with other stakeholders
Advancement of smallholder farmer engagement strategy and WFP’s involvement with national school feeding initiatives

Creation of M&E database at MINEDUC
STANDARD MINIMUM QUALIFICATIONS
Education: Advanced University degree in International Affairs, Economics, Nutrition/Health, Agriculture, Environmental Science, Social Sciences or other field relevant to international development assistance, or First University Degree with additional years of related work experience and/or trainings/courses.
Language: Fluency (level C) in English and Kinyarwanda languages. Intermediate knowledge (level B) of French

 

Experience: At least five years of relevant professional experience in development. Experience with Rwandan government, preferably in education and/or agriculture. Extensive monitoring and reporting knowledge.

 

 

OTHER SPECIFIC SKILLS AND KNOWLEDGE

 

Technical Skills including operations, budget planning, performance review, project planning, task management and documentation. Knowledge of the Rwandan Education System and WFP School Feeding programmes. Courtesy, tact and ability to work with people of different national and cultural backgrounds. Ability to communicate clearly and concisely both orally and in writing. Proficiency in Excel, Powerpoint and Publisher. Ability to adhere to timelines. Ability to deliver consistently high-quality results with speed despite stress and pressure. Spirit of initiative and capacity to work independently as well as being part of a team of people from different national and/or cultural background.
