Role and Responsibilities:
URC is currently seeking a qualified Deputy Chief of Party to oversee the technical team and provide technical leadership, strategic vision, and technical guidance for the implementation team of the anticipated 5-year USAID-funded Rwanda Integrated Health Systems Activity (RIHSA). The Deputy Chief of Party will work directly with the Chief of Party (COP) to oversee all technical and programmatic aspects of the Activity.
Primary responsibilities include, but are not limited to:
Provide technical direction, as delegated by the COP, for the technical components of the project Health Systems Strengthening, Governance, and Financing.
Establish and maintain highly collaborative working relationships with local partners, advocacy groups, Government Institutions of Rwanda, USAID and all other stakeholders.
Supervise day-to-day program implementation and technical and administrative staff.
Apply adaptive management approaches to improve overall project performance and ensure project activities are geared to meet the intended outcomes.
Coordinate effective implementation of program activities, including development of annual work plans and facilitation of timely implementation and responsiveness to stated objectives and performance monitoring plan.
Coordinate documentation of program results.
Support COP in compiling, editing and formatting all program deliverables.
Assume overall leadership and oversight in the absence of the Chief of Party.
Required Qualifications:
A minimum of a masters degree in Public Health, Health Administration or a related field.
At least 7 years progressive experience in Health Systems Strengthening, Advocacy, and Governance.
Demonstrated ability to facilitate local engagement, build and maintain relationships with a variety of stakeholders; interacting productively, proactively and comfortably with local advocacy groups, NGOs, USAID, and national and subnational government officials and institutions.
Demonstrated experience working in a contracting environment (USAID preferred).
Demonstrated leadership capacity to build and lead technical teams.
Experience in capacity building, staff management and performance monitoring are highly desirable.
Strong organizational and management skills including demonstrated effective personnel management, coordination, interpersonal and decision-making.
Working knowledge of and experience with US Government funded program management, policies, regulations and procedures.
Substantial knowledge of the health system in Rwanda.
Strong oral and written communication skills in French and English, including evidence of quality report writing and presentations.
