Roles and Responsibilities:

 

URC is currently seeking a qualified Director of Finance and Administration to oversee the overall financial management, administration, and operations of the anticipated year USAID-funded Rwanda Integrated Health Systems Activity (RIHSA).

 

Primary responsibilities include, but are not limited to:
Provide oversight to the finance, administration, and operations portfolio of the project.
Develop program budgets with teams and monitors budget pipelines.
Provide timely and accurate financial reports to USAID and URC HQ as required.
Manage internal and external financial audits of the program.
Track and analyze all costs incurred and oversee preparation and timely submission of monthly financial statements and reports.
Stay abreast with donor policies, procedures, rules and regulations; compile and update applicable local policies; and train URCs program staff in these policies.
Ensure that all project financial management, procurement and human resource practices are in compliance with URC policy and U.S. government regulations.
Ensure that expenditures are within budgets and in compliance with commitments made in grants and work plans.
Prepare information as needed to provide the COP with a financial overview to support effective decision-making.
Oversee and lead all administrative, logistical, and financial management and operations for project.
Liaise with other key technical personnel and local staff in targeted countries to ensure smooth financial processes are upheld.

Develop and monitor systems to mitigate risk, fraud and waste.
Conduct due diligence to ensure that USG funds are not diverted from their development purpose outlined in the contract and are not vulnerable to corruption, extortion or otherwise benefitting malign group.

 

Qualifications:

 

A minimum of a masters degree in Business Administration, Finance, Accounting, or a related field.
At least 7 years progressive experience managing finance, procurement, contracts, logistics, operations, administrative and/or human resource related matters for international development activities of similar scope, size, and dollar value.
Prior experience with USAID funded projects and/or significant experience with USG and USAID financial procedures, rules and regulations.
At least 3 years grant program management experience.
At least 3 years of experience supervising a finance team.
Strong organizational and interpersonal skills.
Strong oral and written communication skills in French and English, including evidence of quality report writing and presentations.
Position is open to expatriates with relevant experience.
