JOB SUMMARY

USAID Ubaka Ejo (UUE) “Build the Future” activity intends to improve the socio-economic resilience to and reduce the risk of orphans and vulnerable children (OVC), and their families living with and affected by HIV/AIDS in the three districts of Kigali; Gasabo, Kicukiro, Nyarugenge.

1.    PRIMARY JOB RESPONSIBILITIES 

 The project officer is responsible for project implementation at the community level. He/she is involved in households’ identification, screening, registration and conduct home visits to enrolled beneficiaries to ensure that project objectives are achieved.

2.    Detailed duties and Responsibilities

  • Coordinate caseworkers and community linkage facilitators in OVC programming in line with the PEPFAR OVC guidance and implementation model and provide them with required technical support
  • Oversee screening and enrolment of vulnerable children into the OVC program based on the case management tool
  • Create and maintain an up to date case file for each OVC ensuring documentation of case follow up, achievement and closure,
  • Visit OVC in schools to monitor/track academic performance
  • Formulate strategies focused on achieving OVC graduation benchmarks and track progress towards graduation.
  • Participate both in internal and external Program Quality Assurance Activities such as DQA and SIMS and ensure the organization score excellent in all evaluations and assessments.
  • The incumbent will deliver economic strengthening and education initiatives to the critically vulnerable OVC households to access education and life skills
  • Work closely with health facilities and community structures to support bi-directional referral and linkage of CLHIV/ALHIV to receive high-quality primary health care packages including HIV services
  • Coordinate the work of different OVC stakeholders and community structures within the allocated district to deliver services in the core program areas to meet the needs of OVC.
  • Lead in the development of district join work plans, review activities budgets, and accountabilities
  • Prepare and submit high quality and timely reports to the Branch manager
  • Participate in the meetings organized by local district and sectors authorities as well as those organized by the program
  • Perform any other tasks requested by the organization’s hierarchy.

 Minimum required qualifications and skills

  • The ideal candidate for the Ubaka Ejo program OVC Project Officer should preferably hold a bachelor’s degree in Public Health, Social Sciences, or health-related field.
  • More than 3 years of experience working with PLHIV, OVC, MVC, or other vulnerable.
  • High level of language proficiency in English; able to make oral presentations and write clear reports.
  • Self-motivated, persistent, resolute, and able to deliver without close supervision.
  • A Born-again Christian who is compassionate and cares, with the ability to foster teamwork.
  • Must have excellent people skills.
  • Must be a good communicator, capable of effectively sharing knowledge and skills gained with others.
  • Should be between 35 – 40 years old.
  • Willingness to travel 30-40% of the time using a motorcycle throughout program covered zones and work flexible hours
  • Computer literacy to a high standard in Microsoft Office
  • Flexibility, humility, resourcefulness.
  • Driving license, category A

PROGRAM SUMMARY

USAID Ubaka Ejo (UUE) “Build the Future” activity intends to improve the socio-economic resilience to and reduce the risk of orphans and vulnerable children (OVC), and their families living with and affected by HIV/AIDS. The project will:

i.    Improve the health and well-being of children and adults living with and affected by HIV by fostering access to and retention in treatment and care;

ii.    Improve health and prospects for at-risk adolescent and youths by reducing the risk of HIV acquisition;

iii.    Strengthen prevention of and response to violence against children and youth by increasing access to clinical and non-clinical GBV response services; and

iv.    Strengthen the capacity of clinical and non-clinical service providers to address the health needs of high-risk individuals.

Since the beginning of the program, UUE targeted the most vulnerable populations, especially those affected by HIV/AIDS under OVC, offering a single suite of services to increase access to basic health care and support services that mitigate the impact of HIV/AIDS. DREAMS (Determined, Resilience, Empowered, Aids free, Mentored and Safe)- on the other hand, targeted AGYW at-risk of HIV acquisition, however, the eligibility criteria were very broad. During this implementation period, both programs will refine the screening and enrolment processes so as to reach 65,607 targeted beneficiaries in three districts of Kigali City

1.    PRIMARY JOB RESPONSIBILITIES

The OVC and Health Strengthening Coordinator will be in charge of Health Promotion among OVC and other key populations targeted by the program. S/he will be in charge of supporting, guiding, and coordinating all activities of the program related to maintaining the healthy all targeted beneficiaries and their families’ members. S/he will be ready to collaborate in this area with the field staff team and the Clinic-community Linkage Facilitators to build strong linkages between social protection programs and clinical care and will be in charge of capacity building (training) of both of them (staff and volunteers) and other partners (health facilities staff, concerned local leaders, etc.) to promote healthy behaviors and make appropriate referrals between the community and clinical and social services.

S/He will advise the program leadership on measures to be undertaken for improving the health engines along the program implementation to ensure the program is continuously able to put in place all adequate facilities/measurements allowing worthy collaboration among program stakeholders towards meeting all necessary requirements for beneficiaries’ safety. S/He will support the M&E team to design needed reporting tools to capture all information related to GBV Case identification and HIV.

2.    Detailed duties and Responsibilities 

Project Planning:

  • Provide sound technical advice that will strengthen Ubaka Ejo program policy in OVC, based on an in-depth knowledge of social protection of vulnerable household, families, and communities that care for Orphans and Vulnerable Children
  • Coordinate the elaboration of plans of GBV and HIV related activities, budgets, and reports.

Project Management:

  • Oversee the district activities in OVC project sites to ensure smooth implementation,
  • Support the project officers in implementation of the project,
  • Participate in program meetings and contribute to identifying areas of partnerships for synergy in program implementation,
  • Ensure services to the OVC are provided in time, such as school fees are paid in time and scholastic materials are delivered in time,
  • Ensure that requests to finance and procurement departments, including internal requisitions and travel advances requests, are accurate, in line with the budget and project activities and are submitted within a timely manner to ensure project supplies and inputs are procured in an efficient and timely fashion
  • Coordinate with other Ubaka Ejo program teammates to ensure collaboration on all levels of planning and implementation and ensure the incorporation of proven-effective clinical interventions to increase uptake of health services into project activities
  • Communicate with relevant district leaders and health authorities around health promotion programs that strengthen health service delivery, and participate in program coordination meetings at National level as well at decentralized level;
  • Design and manage health promotion training for staff, health linkage facilitators, and other volunteers in Ubaka Ejo covered areas;

Monitoring, Reporting, and documentation

  • Collaborate and provide his/her expertise to the production of high-quality Behavior Change Communications (BCC) for GBV and HIV AID materials and success stories in accordance with existing standards.
  • Research and recommend technical resources and provide expertise on health service delivery models and strengthening referral networks.
  • Compile and provide timely quarterly reports to program manager compiled from districts staff in accordance with approved reporting formats
  • Collaborate with M&E team to develop methods and tools to improve clinical linkages made through social protection programs.
  • Work closely with the Program Manager, M&E Manager, and Kigali branch manager for setting program plans towards the reach of set indicators;
  • Work in partnership with Ubaka Ejo program team to follow up the activities implementation of OVCs within the districts under her/his supervision;
  • Plan for regular opportunities to identify lessons learned and implications for Ubaka Ejo program’s next steps as well as to insure documentation of program success stories
  • Perform any other tasks requested by the organization’s hierarchy.

Minimum required qualifications and skills

 Applicants for this position must demonstrate capacity to deliver results and a strong commitment to professional ethics and integrity.  In addition, they must meet the following requirements:

i.    Education:

At least a Bachelor’s degree in Public Health, Social Sciences, and other health-related field

ii.    Experience: 

  • More than 2 years of experience in managing/Coordinating public health programs.
  • More than 3 years of experience working in health promotion in public health or clinical setting.
  • More than 3 years of experience working with PLHIV, OVC, MVC, or other vulnerable populations in Rwanda.
  • Working experience with international implementation partners especially with USAID-funded programs is a prerequisite!
  • Familiarity with the Government of Rwanda goals and strategies for health and social protection.
  • Familiarity with community health programs in Rwanda.
  • Familiarity with case management approach.
  • More than 2 years of experience managing a team; a strong history of leadership and mentoring.
  • Professional fluency in written and spoken English required; proficiency in Kinyarwanda preferred; knowledge of French is an advantage
  • Strong written and interpersonal communication skills;
  • Experience with computer applications including MS Office and internet-based research;
  • Willingness to travel 30-40% of the time throughout program covered zones and work flexible hours;
  • Highly organized with the ability to work under pressure, handle multiple assignments, prioritize workflow, adapt to fluctuating workload, and meet deadlines.
  • Proven ability to exercise good judgment and diplomacy, and work well with diverse team

Duties and Responsibilities.

  1. Compile and analyze financial information to prepare entries to accounts, such as general ledger accounts, and document financial transactions.
  2. Establish, maintain, and coordinate the implementation of accounting and accounting control procedures.
