Job at National Bank of Rwanda (BNR) :Director, Banks Supervision (Deadline: 03 August 2018)

Job Summary

The Director, Bank Supervision is responsible for ensuring a sound and stable banking sector mainly by putting in place an adequate regulatory framework, licensing new applicants into the sector and monitoring the banks’ activities through off-site and on-site examinations

Key duties and responsibilities

    • Lead the development of the department’s long and short term strategic and operational plans and policies;
    • Prepare workload and budget estimates for the department and responsible for cost control and the delivery of the department’s business/financial targets;
    • Responsible for human resource management including capacity building of the department’s staff, ensuring motivation and morale levels are high and effective performance management and development;
    • Steer the identification and analysis of stability of the banking sub-sector and research for potential threats and weaknesses in the sub-sector and the financial sector at large;
    • Formulate legal and regulatory framework for the banking sector;
    • Provide professional advice on banking financial policy and procedures to improve banks’ efficiency and profitability;
    • Guide the implementation of risk based supervision of banks;
    • Enforce the use of technology in supervisory process to improve efficiency and effectiveness;
    • Ensure that adequate supervisory tools for supervision of banks’ activities are in place;
    • Oversee the process of licensing of banks;




  • Oversee handling of correspondence with the banks and other stakeholders;
  • Ensure that the necessary reports, internal updates, situation reports and budgets are reviewed and submitted within the defined time frames and requirements;
  • Monitor banks’ activities through off-site analysis and on-site inspections and discuss the findings of the examinations with banks;
  • Develop relationships with key external and internal stakeholders; and

Requirements

  • At least a Master’s degree in Business Administration, Finance, Accounting, Economics or a related field; and relevant professional qualifications such as ACCA, CPA, LIMA, CFA, CIB or other related professional qualification
  • At least seven (7) years’ experience in a similar role in banking, external audit or other related fields notably financial reporting, risk management, compliance, internal audit ; of which at least two (2) years should be in a senior managerial capacity;

Job Summary

The Senior Inspector is responsible for contributing to the BNR’s mission of ensuring a sound and stable financial system with regard to banks by providing technical and professional advice to both the BNR Management and financial institutions.

Key duties and responsibilities

  • Lead teams conducting off-site surveillance and/or on-site supervision of banks in line with approved manuals and international best practice on banking supervision covering key risk areas in banks including but not limited to credit, liquidity, operational (including technology) reputational, strategic, market, concentration, legal & compliance, country and transfer;
  • Assess and rate banks with regard to capital adequacy, asset quality, management, earnings, liquidity and sensitivity to determine the soundness of banks and make appropriate recommendations;
  • Prepare inspection/review finding memoranda and working papers to ensure that adequate documentation exists to support the completed assignment and conclusions;
  • Ensure timely follow-up of outstanding observations and evaluate the adequacy of corrective action taken to improve conditions;
  • Assist in the initial assessment on the adequacy of existing legal and regulatory framework vis-à-vis market requirements and international best practice and propose amendments where deemed necessary;
  • Develop an understanding of banks through research, documentation/literature review and interviews;
  • Identify areas for further development and deepening of the banking sector and make recommendations for proposed changes and improvements;
  • Draft reports, technical notes and/or memos for the attention of BNR management, board, supervised institutions and other stakeholders both internal and external;
  • Analyse licensing applications submitted by new banking institutions;
  • Analyse and respond, on a timely basis, to approval requests from banks for approval of board members, management team, opening and closing of branches etc;
  • Perform administrative duties and other duties as assigned.

Requirements

This position is open to individuals with at least Master’s Degree in Business Administration, Management, Finance, Accounting, Economics, Law or any other related field with five years’ experience in the Banking, external audit or related institution;

Or individuals with at least Bachelor’s Degree in Business Administration, Management, Finance, Accounting, Economics, Law or any other related field and intermediary level of relevant professional qualifications (ACCA, CPA,CFA, CIA or related certificates ) with at least 3 years experience in Banking, external audit or related institution



Skills and competencies required

Senior Inspectors at this position should be able communicate effectively in writing and orally and organize small teams of Inspectors; computer literacy with word processing and spreadsheet accounting programs; strong negotiating skills; detailed understanding of banking regulation and supervision is a job requirement.

In addition, senior officers in this position will be expected to demonstrate the following abilities:

  • Thorough knowledge and understanding of best practice and standards as relates central banking, prudential supervision, accounting, corporate governance, risk assessment and their application in the Rwandan market.
  • Thorough knowledge and understanding of developments in the Rwandan financial sector;
  • Good quantitative, analytical thinking and problem solving skills
  • Good oral and written communication skills
  • Strong interpersonal skills
  • Demonstrated ability to maintain cohesive teams and to achieve goals through

Job at National Bank of Rwanda (BNR) : Manager, Customer Care and Events Management (Deadline: 03 August 2018)

Job Summary

Manager Customer Care and Events Management exists to support a positive corporate image by managing customer care and events at the Bank. The role holder is also responsible for building the capacity of staff to embrace customer care practices and coordinating public events in the context of events management and Corporate Social Responsibility.

Key duties and responsibilities

  • Develop, monitor and supervise the implementation of the customer care and public relations policy, procedures and standards and advise on any review required;
  • Oversee the organisation of public events on key issues relating to BNR’s activities;
  • Maintain and enhance the corporate image of the Bank;
  • Establish and update the Bank Corporate Social Responsibility policy;
  • Develop the Bank’s events plan and Budget;
  • Liaise with technical departments to plan and coordinate internal functions and events;
  • Liaise with Event Management Committee and ensure decisions are implemented;
  • Coordinate Corporate Social Responsibility (CSR) programs at the Bank;
  • Research on updates on customer care development;

  • Draft the division annual budget, business plan and prepare the risk matrix;
  • Further develop the Division’s human resources by enhancing professional development, performance evaluation and on job training.
  • Plan and oversee the organisation and management of projects of the PR & Customer Care Division;

Requirements

  • At least Master’s degree in Public Relations, Public Administration, Business Administration or a related field;
  • At least five (5) years’ experience including 2 years in Managerial capacity
