JOB AT NYAMAGABE DISTRICT : JADF Officer : ( Deadline :18 December 2018)

 

Job Description

 

– Identify and maintain an updated databank of all development partners operating within the District;

– Facilitate a regular and optimal functioning of JADF, including at Sector level, and consolidate all reports thereof;

– Assist in the management of partnerships and coordination of development partner’s interventions operating within the District;

– Analyze development partners’ annual plans and assist in the assessment of their interventions outcomes on the delivery of District’s development, objectives & targets;

– Advise the District on potential sources of funding by various District Development Partners.

Job Description

 

– Implement the District’s animal resources strategy and programs in line with national policies and strategies;

– Organise training sessions, public awareness campaigns and disseminate new livestock technologies among beneficiaries;

– Identify, map and monitor animal diseases prevailing in the Sector and advise on preventive and reactive measures to be taken;

– Distribute veterinary inputs (including carrying out artificial insemination) and improvement of animal breeds;

– Keep and update the register of associations, co
– operatives and individuals involved in fishing activities registered in the Sector;

– Implement programmes for improvement of marketing outlets for animal products including their certification
Job Profile
A0 / A1 in Veterinary Science, Livestock, Medical Animal Sciences Or A1 in Veterinary Science, Livestock, Medical Animal Sciences or A2 in Veterinary with 5 years of working experience

Job Description

– Deputize the District Executive Secretary in his/her duties during his or her absence and serve as a member to the District Technical Coordination Committee;

– Coordinate the budget preparation exercise and management of human, physical and financial resources to achieve rational utilization of District resources;

– Coordinate the consolidation of cash flow plan, fund requests and production of reports on the District’s resources utilization from different units and Sectors to be submitted to competent authorities through the District Executive Secretary;

– Sign and execute payments to be effected by the District on the basis of a pre
– approved cash flow/payment plan and coordinate contract management to ensure value for money;

– Coordinate the elaboration and implementation of both the District capacity building and procurement plan and supervise the valuation and amortization of the assets of the institution

Job Description
1. Prepare procurement planning;
2. Monitor procurement planning;
3. Monitor contract execution in collaboration with the beneficiary department;
4. Manage files relating to the documentation of the procurement proceedings;
5. Request competent authorities to approve recommendations for the award of tender;
6. Provide information and documents to Rwanda Public Procurement Authority;
7. Perform any other responsibilities provided by regulations on public procurement;
8. Publish all relevant documents on Procurement Publication System (PPS) and DG market;
9. Conduct bids opening evaluation of bids and recommend tender award;
10. Prepare notification of tender award;
11. Make purchasing order;
12. Verify supporting documents related to invoices;
13. Prepare bidding documents;
14. Publish tender notice in newspapers and distribute tender documents;
15. Draft the contract of tender award;
16. Receive goods ordered in collaboration with the beneficiary department;
17. Participate in environmental hygiene of the hospital;
18. Perform any other responsibilities provided by regulations on public procurement;
19. Produce monthly, quarterly and annual reports of activities;
20. Perform other related duties as required

– Elaborate a local strategy on disability mainstreaming and monitor its implementation at Sector level, and produce consolidated reports thereof;
