The Africa Regional Office located in Kampala, Uganda, supports 8 country offices including; Burundi, Ethiopia, Ghana, Mali, Mozambique, Rwanda, Uganda and Tanzania.

The Rwanda country office is currently seaching for 3 qualified and self-driven candidates to join a team of professionals in Rwanda as Finance Coordinators.

The Finance Coordinator reports directly to the Finance Manager (FM) at CO level and administratively report to Project Officer at Project level. The incumbent is responsible for providing supports to the FM/ FO in financial administration tasks such as data entry, processing transactions, ensuring all transaction supporting documents are complete and properly filed and reconciling bank accounts entries. In addition, the incumbent supports the HR related functions in the respective country.

Job Responsibility 1: Accounting (70% of Time)

Ensures that all documents are complete with the appropriate supporting documents, reviewed and approved before processing for payment.
Ensure timely submission of Monthly project expense reports.
Filing of vouchers and send the vouchers to Finance at country office on a monthly basis.
Ensures that all payments are made on time.
Review bank transactions to ensure all the cheques are processed; files hardcopies and prepare bank reconciliation.
Record all financial transactions into the RTP Daily Expenses Log (DEL) or record financial transactions in accounting system (Sage ACCPAC or ERP) at country level.
Support FM and perform monthly balance sheet reconciliations at country level.
Responsible for budget follow up and the correct use of all the donor codes.

Job Responsibility #2: Financial implementation and management (15% of Time)

 

Provides assistance in preparing year-end accounts in line with regulatory requirements ready for audit.
Updating financial elements of RTP risk register.
Ensures the Organization complies with the financial requirements of the Donors.
Assists with preparing budgets for funding application, forecast and annual budgets of the organization.
Supports FM/FO on staff trainings on RTP rules, policies and procedures and donor requirements.
Supports partners and RTP staff on RTP policies, donor compliance matters and ensure timely submission of reports that are accurate and complete.
Maintains and tracks cash advances and ensure all amounts are reconciled and liquidated.
Support FM in tracking salary advances in coordination with HR.
Support Project team in proposal budget preparation and donor financial reporting.

 



 

Job Responsibility #3: Cash and Banking (5% of Time):

 

Do regular surprise cash counts from cashier, where applicable.
Perform cash and bank reconciliations whenever applicable.
Reviews all petty cash expenditures and replenishment requests when two-thirds of the money is spent.
Following the policies in place, process payments to service providers.

Job Responsibility #4: Administration (5% of Time):

 

In coordination with the logistic, perform vehicle or motorcycle mileage analysis wherever applicable.
Bachelor’s degree in Accounting, Finance, Business Administration or related discipline.
3 years’ experience in accounting and knowledge of grant management.
Proficiency in use of Microsoft applications, including Excel and Word
Good skill at using financial software applications.
Skilled in maintaining documentation.
Good written and oral communication skills.
Good knowledge of accounting and Human Resources practice, policies and procedures
Good knowledge of accounting and Human Resources practice, policies and procedures
Maintain Fixed asset register and update the register every six months.
Job Responsibility #5: Performs other duties as assigned (5% of Time)

The Rwanda country office is currently seaching for a qualified and self-driven candidate to fill the position of Education Project Officer.

JOB SUMMARY:

The Project Officer reports directly to the Program Manager (PM) and is responsible for the effective administration of the education project and reporting on the outcome to internal and external contacts as required.

III. RESPONSIBILITIES Time

In accordance with Right To Play (RTP) approved policies and procedures, the incumbent will be responsible for the following:

 

1.Project administration

 

Contributes to the formulation of the education strategies to meet education program deliverables which feed into the overall country strategic plan.
Prepares and leads the implementation plan of education program activities from existing operational plan.
Guides Field Facilitators on executing the activities in each project location and schools of operations.
Oversees community events such as Play Days with clear topic which reflects the learning needs of boys and girls and children at risk
Develops and strengthens understanding of our project management cycle with project staff and partners.
Compiles reports received from the Field Facilitators and submits monthly activity reports to PM with sound education analysis along with strategies to handle identified challenges.
Completes monthly budget projections and tracks expenditures.
Participates in the planning of budget and tracks activity expenses occurred against cash projections.
Coordinates school infrastructure upgrades eg girls’ changing rooms based on the needs of the project site.
Arranges for storage and delivery of sport equipment to deliver play-based life skills activities within participating schools.
Monitors security situation in project location and reports to the PM.
Follows up on logistics issues at project location and ensure assets, including project vehicles are maintained.

· Ensures that activities are compliant with RTP methodology and standards.

· Procures project equipment including teaching and learning materials eg reading books for teachers delivering education program with gender responsiveness lens (in coordination with Logistics Coordinator), within authorization levels set in the In-Field Authorization Levels policy.

· Coordinates with other education-focused NGOs/CBOs to ensure participation in partner events, JADF and DCC (District teacher Continuous professional development Committee).

 

2.

Team management

Conducts performance appraisals for all direct reports and provides regular feedback on performance.
Oversees performance of any contract staff such as security guards where applicable.
Ensures staff understands and complies with policies of RTP.
Assesses training needs of all direct reports with input from project staff, partners and stakeholders.
Oversees training of teachers and education officials delivered by Field Facilitators and observes coaches’ performance for certification.
Follows existing systems to reasonably safeguard the overall health, welfare and security of the project staff.

 

3.Networking, representation and partnership building

 

Shares activity plans with local NGOs in Education and Gender Equality Sectors, CBOs (community-based organizations) and looks for synergies and opportunities to work together.
Facilitates participation of Athlete Supporters in project activities and events.
Conducts an assessment survey to determine the NGOs that RTP could partner with and initiates partnerships to meet education program deliverable.

· Maintains a positive working relationship with education officials and Rwanda Education Board (REB) staff within district of operations staff , District and Sector Education Offices and Primary Schools

· Ensures effective implementation of Memorandum of Understanding (MoUs) between Right To Play and Ministry of Education within district of operations and agreements with local representation of partner organizations.

· Facilitates collaboration and networking with other organizations, government and other relevant institutions which work in education and gender equality & equity programming to enhance RTP visibility and project activities.

· Coordinates planning meetings with partners and represents RTP in various platforms focusing on education, gender responsiveness and child safeguarding.

· Ensures partners are in compliance with RTP Code of Conduct and Child Safeguarding policy.

Monitoring and reporting

Visits project locations to oversee activities, events and collects information to report on performance outcomes with focus on education and gender responsiveness high level of thinking and analysis.

 

Works with school head teachers and teachers to develop their understanding of RTP’s monitoring and evaluation system as it relates to reporting on children and teachers actively involved in education program activities.
Ensures accurate collection and timely submission of quantitative and quantitative monitoring information according to RTP monitoring tools.
Submits regularly reports to PM/PO and occasionally external stakeholders including Ministries, partners and donors.
Provides quarterly updates of lessons learned and best practices to project team, stakeholders and the PM.

 

5. Performs other duties as assigned

 




 

MINIMUM QUALIFICATIONS (must have):

EDUCATION/TRAINING/CERTIFICATION

 

Bachelor’s degree in Education (Focus: Literacy and Gender)

 

EXPERIENCE:

 

3 years’ experience in Education and Gender Responisve Project Administration with proven experience in literacy and numeracy programs.

 

KNOWLEDGE/SKILLS

DESIRED QUALIFICATIONS (Asset to have):

Knowledge in child and/or adult education
Knowledge in Sport for Development
Experience developing and managing budgets.
Knowledge in Gender Responsive Education Programs with Focus on Numeracy and Literacy.
Driving license” category A” is highly recommended

The incumbent is required to travel within the country, outside travel is possible.

This program is addressing the educational needs of over two million vulnerable and marginalized children and youth in Ghana, Mozambique and Rwanda. The PAQE program aims to improve educational attainment and participation for children and youth aged 2 to 15 through a sustainable and replicable child-centred, play-based learning model. This ultimate outcome will be achieved through focused interventions at the school, community and policy level that result in:

Improved commitment of community stakeholders to address barriers to education, and;

To implement such a program, Right To Play seeks to recruit skilled Finance Assistant at the Country office that would meet the following expectations.

 

MAIN PURPOSE AND SCOPE JOB SUMMARY.

 

The Finance Assistant reports directly to the Finance Officer (FO). The incumbent is responsible for data entry, processing transactions in Accounts Payable, General Ledger and Accounts Receivable, reconciling Bank Accounts entries and Official Receipts booklet, compiling vendors’ tax files or payment and ensuring that all transactions and supporting documents are complete and properly filed.

RESPONSIBILITIES Time

In accordance with Right To Play (RTP) approved policies and procedures, the incumbent

Financial management

Performs three-way match in comparing invoice with purchase order and goods received note before processing any payment.
Ensures all documents are complete, with the appropriate supporting documents, reviewed and approved before processing for payment.
Reviews transaction-supporting documents to ensure that all are complete and properly filed accordingly.
Ensures that all payments are made on time.
Follows up on the bank transactions to ensure all processed; files hard copies and generates reports.
Posts all financial transactions into the RIGHT TO PLAY Daily Expenses Log (DEL) and then imports all data to ACCPAC.
Prepares all bank transfer related to staff salaries.
Produces monthly bank reconciliation statements and consolidates these in hard copy for review by the FO.
Oversees the management of petty cash in the country including bookkeeping
Accounts for all petty cash expenditures and prepares replenishment requests
Recording petty cash transactions and producing appropriate reports on time.
Defaces all transaction supporting documents with “PAID” stamp.
Ensures that all transaction-supporting documents are complete and properly filed at Regional Office in Uganda/Kampala
Maintaining finance filing system.
Ensure that all purchase orders are received into stores and tally with purchase requisitions in terms of quantity and quality before payments are made to vendors.
Compile withholding tax report from vendor
Collects and submits timesheets to the Finance Officer.
Maintains the database for timesheets collected.

The Driver reports directly to the Finance Officer, Logistics Officer or Logistics Assistant where applicable. The main responsibility of the Driver is to provide safe transport services of passengers as required ensuring that safety regulations are adhered to by all his passengers at all times.

Job Responsibility #1: Driving and vehicle maintenance (95% of Time)

Provides driving services to staff and other passengers between locations as
scheduled by supervisor.
Conducts daily checks of the assigned vehicle for proper levels of fuel, motor oil,
tire pressure, brakes and water level.
Maintains mileage log book and schedules regular maintenance service with approval from supervisor.
Keeps all vehicle documents including vehicle registration, insurance, road tax, parking fees, road licenses and others, updated at all times.
Stocks essential vehicle supplies such as first aid kit and necessary spare parts ready at all times.
Undertakes errands to and/or from vendors, suppliers and banks as requested by supervisor.
