PRIMARY PURPOSE OF THE POSITION:

Based at the refugee camp site level, the Nutrition Social Assistant is responsible for ensuring proper supplemental food distribution and the nutrition counseling of beneficiaries through home visits and group education activities.

PRIMARY DUTIES & RESPONSIBILITIES


    • Participate in food distribution to beneficiaries according to different protocols
    • Ensure the proper use of supplementary food through home visits
    • Provide nutritional education to beneficiaries, their families, care takers, and provide them with accurate information about the nutrition, culinary demonstration , services, options and other resources
    • Promote maternal, infant and young child nutrition
    • Promote and train exclusive breastfeeding for first six months
    • Maintain current and accurate clients’ records as directed, collect and report relevant data about services provided, and prepare statistical reports as required
    • Maintain clients’ confidentiality
    • Organize and carry-out home visits in camp living quarters
    • Collaborate with other ARC departments, and Health Centre as necessary
    • Present and listen to other health staff comments and ideas in self-assessment of clinical skills and challenges
    • Report to the Nutrition Coordinator for help in case there is any problem in his/her department
    • Perform any other duties assigned by the supervisor, or any other ARC Senior Manager.

    EDUCATION, TECHNICAL SKILLS & KNOWLEDGE REQUIRED:

    • A2 secondary school diploma in social work, nutrition, or related field required
    • Relevant training in food and diets or experience in supplementary or therapeutic feeding programs is an added advantage
    • 1 year experience in nutrition activities, within a refugee setting preferred
    • Good communication skills Kinyarwanda and English or French speaking skills required
    • Experience in rural health center/ hospital setting

    PRIMARY PURPOSE OF THE POSITION:

    The Site Manager provides leadership to ensure the smooth functioning of all ARC activities in the appointed refugee camp and surrounding host community. S/he is responsible for the effective planning, organizing, implementation and reporting for all program, operations and logistics, security, financial and human resources for the assigned Site. Doubling as ARC official representative at Site level, the Site Manager supervises a team of technical staff based at Site level, and works closely and with support of respective heads of functional and technical units of the country office.





    PRIMARY DUTIES & RESPONSIBILITIES 

    Program Management & Development

    • Responsible for effective implementation of all sector activities at Site level in line with ARC program requirements, program agreements and contracts.
    • Ensure timely and efficient development and implementation of project work plans and activity plans
    • Liaise with the ARC Rwanda senior staff and unit leads for effective Site operations and programs planning, including compliance and efficient utilization of all resources
    • Represent ARC in coordination and planning meetings at the local level and when necessary at central level if required.
    • Liaise with local authorities, donors, refugee leaders, and stakeholders at camp level
    • Maintain adherence to sector/national standards in programming, finance, HR and operations at the site level
    • Serve as the lead for Security and safety at Site level, as guided by ARC Rwanda Safety and Security guide.

    Program Quality & Reporting

    • Provide leadership, supervision, and strategy for Site level implementation of adequate monitoring and evaluation of program activities and results.
    • Support Sector Coordinators and program quality advisor in evaluations, surveys, and provision of relevant data and reports.
    • Supervise, coordinate, and deliver timely and quality Site level narrative reports for ARC Rwanda head office and others as required and take the lead in maintaining accurate monitoring & evaluation.  This includes internal monthly reports, weekly updates and program reports as set out by ARC or program agreements.
    • Support Sector Coordinators in providing the program quality advisor with all relevant support and information for the ARC Rwanda database and ongoing performance reporting.
    • Participate in the development of new programs or expansion of existing programs or initiatives.

    Program Learning and Communications

    • Support in documenting lessons learned from project implementation, consolidating additional information from Sector Coordinators
    • Contribute regularly to the communications department with content: articles, photos, etc.
    • Provide all relevant documents and reports for the country performance reporting, and hard as well as electronic filing.
    • Maintain close and regular communications with the Senior Program Coordinator on program activity implementation and communications with donors and local authorities
    • Conduct regular spot-check and audits of Site level programs/operations/HR/finance to establish and maintain compliance with standards, rules, and policies.

    Operations, Logistics & Administration

    • Provide oversight on all financial and administrative matters in collaboration with Finance, and HR units.
    • Provide oversight and ensure performance of all supply chain management at camp level with support from Logistics department including the procurement process, delivery of supplies, accounting of physical assets, inventory and stock management of all ARC equipment, property, vehicles and furnishings
    • Act as security focal point for the camp and surrounding area and report any incidents to the Country Director as provided for in the Incident reporting guide.

    Staff Management

    • Manage and supervise all human resources in the camp with support from the HR department
    • Support/strengthen the relationship between Site Sector Coordinators and Technical Advisors.
    • Coordinate site staff through regular meetings, performance evaluations, and performance planning
    • Work closely together with the HR department to carry out regular competence and skills gap analysis
    • Provide or source technical assistance and capacity building (in collaboration with HR department) for field staff

    General Areas of responsibility

    • Undertake other duties as may be reasonably requested by the Senior Program Coordinator and/or Country Director
    • Promote the mission and organizational values of ARC and ensure that these are reflected within the areas of responsibility.

    EDUCATION, TECHNICAL SKILLS & KNOWLEDGE REQUIRED:

    • Master’s degree in Management, Development, International Relations, Project Management, Social Sciences or any related field from a renowned University required
    • Minimum of 7 years of experience with development or relief organizations working in complex emergency situations and/or development settings, including refugees, returnees, displaced, vulnerable and/or conflict affected populations
    • Minimum 3 years of experience managing development/relief programs at a senior level
    • Previous international work and life experience outside of Rwanda is highly desirable
    • Experience in management of staff is required
    • Experience in operations and logistics management including supply chain management is preferable
    • Experience and/or knowledge of market based approaches to development and economic recovery programming (micro-finance, livelihoods, building in camp economies, business development services etc.) a plus
    • Good  technical knowledge of camp management in the following programming sectors preferred:  health and nutrition, food security, HIV/AIDS, shelter and infrastructures, WASH
    • Familiarity with private, US government and multilateral donors
    • High proficiency in reading, writing and speaking English. Fluency in French and Kinyarwanda preferred
    • Strong oral and written communication skills in English
    • Proficiency in the use of computers and standard applications: Word and Excel etc.

    PRIMARY PURPOSE OF THE POSITION:

    The Logistics Coordinator will oversee and manage operations activities of the various projects in respective ARC Sites. S/he will provide leadership to improve the performance of the logistics and operational functions to achieve quality and timely service delivery, and cost-effectiveness. The Logistics Coordinator will report to respective Site managers and directly supervise, build capacity and technically support logistics team – staff and casuals – based at Site level.

    The successful candidate will be a self-motivated, client oriented individual with strong sense of service, personal ethic, integrity, and a big appetite for quality improvement and accountability to improve stewardship of ARC’s logistics and resources. S/he will have the necessary interpersonal & intercultural skills to build strong relationships and trust among stakeholders in the context of Rwanda and will have a high level of flexibility and tolerance to ambiguity.

    This is a field based position, and the successful candidate is expected to reside full time at/near the assigned Sites, and may be called upon to support related work over weekends, holidays or such other declared days.

    PRIMARY DUTIES & RESPONSIBILITIES

    • Operations
      Coordinate and plan operational activities of the site in collaboration with the Site Manager
    • Establish controls and set up and maintain Standard Operating Procedures (SOPs) and operational policies to be used in preventing fraud and ensuring full compliance with the ARC and donor rules and regulations
    • Stay abreast of relevant donor policies, procedures, rules and regulations and train ARC program and partner staff in these policies
    • Monitor, manage and support proper maintenance of all ARC facilities (Offices, Guest Houses, Stores, Warehouses, etc.) in the site
    • Oversee the management of all communication and ICT services and assets at Site level

    Logistics and Supply Chain Management

    • Ensure that monthly and quarterly procurement plans are developed, submitted, and within budget limits and compliant with donor requirements.
    • Coordinate regular market assessments to ensure accurate knowledge of local market prices for most common goods and services and maintain a local suppliers database
    • Build and maintain constructive and ethical business relationship with suppliers and private sector’s operators
    • Prepare monthly status reports on procurement, assets, contractor database and payments;
    • Coordinate the packing and shipping of packages to and from the field sites; ensuring that there are adequate systems for tracking and documentation to support the processes
    • Oversee and ensure proper storage and warehousing of ARC stock items and assets and maintain accurate inventory, assets and stock management, system.
    • Ensure that the vehicle fleet owned by, lent to, or hired by ARC Site are managed according to ARC and/or donor’s policies and procedures, including efficient fuel consumption, maintenance and repairs, mileage monitoring, and reporting.
    • Supervise the work of the Storekeeper, Drivers, Cook/Cleaner and other supply chain staff and operations support staff
    • Oversee and coordinate the work of the guards at the office, guesthouse, and stores and other ARC installations,
    • Liaise with Kigali office and coordinate the repair and service needs of all vehicles, generators, pumps and other equipment

    EDUCATION, TECHNICAL SKILLS & KNOWLEDGE REQUIRED:

    • A0 Bachelor’s degree in Operations Management, Business Administration, Humanitarian Logistics, or a related field required

    PRIMARY DUTIES & RESPONSIBILITIES 

    • Work with the clinical health staff to ensure that the data collected is complete, accurate and up-to-date at all times
    • Assemble the data necessary to complete all required reports in a timely manner
    • Ensure the timely, accurate and complete data entry of records in the electronic systems, as required
    • Assist with the training of clinical staff in data collection procedures
    • Ensure that all source documents including patient dossiers, registers, reports, etc. are available during DQA activities
    • Actively participate in internal and external data quality assessments
    • Ensure that applications capturing and updating institutional data incorporate edit and validation checks to assure the accuracy, consistency and integrity of data
    • Act as focal point and respond to questions about the accuracy and integrity of data
    • Check and correct data inconsistencies; document corrections made to data at any stage of data management
    • Ensure that personnel are trained in data quality assurance and data management skills
    • Maintain and update the health-related records inventory that contains the types, locations, dates, volumes, equipment, and usage
    • Regularly check on the storage of health-related records in the records center and at clinical service delivery areas to ensure adherence to this SOP
    • Ensure that active, inactive, perpetual and/or electronic records are accessible to only authorized personnel as per this SOP manual

    PRIMARY PURPOSE OF THE POSITION

    The Human Resources and Administration (HRA) Coordinator is a senior staff and member of the country program leadership team and will oversee the human resources and administration activities of the Rwanda country program. Primary duties include: HR Policy, staff administration and welfare, discipline and corrective actions; also recruitment and compensation, and training and mentoring staff on HR policies and procedures. This position will report directly to the Rwanda Country Director and will receive technical support and guidance from HR department, ARC Headquarters.  This is a full time position.






    MAJOR AREAS OF ACCOUNTABILITY:

    • Oversee implementation of departmental plan, and continually measure departmental progress against key strategic goals, regularly report on progress, and hold his/her team accountable to prioritizing and expected delivering results.
    • Keep up to date with Rwanda country Employment and Labor Laws, and guide ARC Rwanda HR policy compliance and decisions around key people issues such as staffing plans, structural compensation management, benefits, training and development, budget, and labor relations.
    • Take a lead role in staff welfare, discipline and corrective actions.
    • Lead in recruiting new staff and development of key existing talent with clear career mapping and planned growth opportunities.
