Job Title: Monitoring Evaluation Accountability & Learning (MEAL) Officer

 

Reports To: MEAL Manager

 

Country/Location: Rwanda/Kigali

Job Summary:

 

The Improving Early Childhood Development in Rwanda (IECD-R) programs responds to the challenge of limited access to integrated Early Childhood Development (ECD) services in Rwanda and focuses on the conception to three-year-olds (0 – 3) age group and follow-up services for 4-6year olds. It seeks to build the knowledge and skills of parents and caregivers, enabling better stimulation, learning, protection, nutrition, and health and as a result better physical, social, cognitive and emotional development for approximately 730,000 children. You will provide advice, guidance, and support for monitoring, evaluation, accountability and learning (MEAL) to implementation of the project in line with Catholic Relief Services (CRS) program quality principles and standards, donor guidelines, and industry best practices to project teams to advance the delivery of high-quality programming to the poor and vulnerable. Your MEAL-related technical knowledge, advice, and guidance will contribute to determining how effective, adaptive and innovative CRS’ programming is across the globe.

 

 

Job Responsibilities:

 

Organize and lead the implementation of all assigned project MEAL activities as outlined in the detailed implementation plan in line with CRS program quality principles, standards, and MEAL practices; donor MEAL requirements, and industry good practices.
Ensure learning properly accompanies project activities throughout the project cycle. Support accountability through coordinating project evaluation activities and guiding partners in their efforts to reflect on project experiences. Analyze implementation challenges and report any inconsistencies and gaps to inform adjustments to plans and implementation schedules.
Lead the roll-out and implementation of the project’s feedback and response mechanism (FRM). Support actively seeking and responding to feedback from all members of targeted communities and other stakeholders as defined by the FRM.
Implement monitoring activities and processes according to the project’s Detailed Implementation Plan and MEAL system. Ensure the quality of monitoring data through annual data quality assessments.
Coordinate and oversee MEAL-related working relationships with all local project stakeholders and serve as the liaison between them and the project team to mobilize local actors and promote project activities and impact. Identify and respond to key stakeholders’ information needs in MEAL activities, using a range of appropriate communication methods.
Supervise and perform ad hoc inspections of various MEAL processes and resources at project sites to ensure timely project activities implementation and adherence to established process standards and procedures. Ensure proper tracking of resource use for project MEAL activities through periodic budget reviews and follow-up with and assistance to implementing partner.
Support and coordinate MEAL-related capacity-building and technical support activities to ensure assigned project MEAL activities are implemented per project guidelines and standards. Optimize partner participation and capacity development in the implementation of MEAL systems.
Coordinate provision of any MEAL-related logistical and administrative support to staff and partners.
Ensure timely, project documentation for assigned MEAL activities is complete with all required documents and is filed per agency and donor requirements. Assist with preparation of trends analysis reports and documentation of case studies and promising practices.

 

 

Typical Background, Experience & Requirements:

 

Education and Experience

 

Bachelor’s Degree in Social Sciences, Statistics, International Development, International Relations or in the field of MEAL would be a plus.
Minimum of 2-3 years of work experience in project support, ideally in the field of MEAL and for an NGO.
Experience working with partners, participatory action planning and community engagement.
Staff supervision and training experience a plus.
Experience monitoring projects and collecting relevant data especially
Experience in using ICT4D tools
Experience using MS Windows and MS Office packages (Excel, Word, PowerPoint).
Experience in OVC programming is a plus

 

Personal Skills

 

Analysis and problem-solving skills with the ability to make sound judgment
Good relationship management skills and the ability to work closely with local partners
Required/Desired Foreign Language: Full working proficiency in English and Kinyarwanda is required.

 

 

Travel Required: 25 to 50% travel to the field is required.

External: Community members, partner staff, other local stakeholders
