Catholic Relief Services – United States Conference of Catholic Bishops (CRS) is an international non-governmental organization supporting relief and development work in about 100 countries around the world. CRS programs assist persons because of need, regardless of creed, ethnicity or nationality.
The primary goal of CRS’ Rwanda programming is to ensure that vulnerable households in Rwanda achieve full, integral human development. CRS started its activities in Rwanda in 1960 and is currently intervening in different sectors, including Agriculture & Food Security, Integrated Nutrition, Economic Strengthening & Rural Development, Institutional Strengthening and Peacebuilding. CRS projects are funded by various donors including U.S. Government agencies, various foundations, the Dutch Government and CRS private funds. CRS/Rwanda prioritizes capacity building of local partners through ongoing projects.
Efficiently and effectively manage and coordinate all aspects of procurement as per the procurement thresholds set for Gikuriro Program to ensure that the team gets the goods and services needed for the best price and the best quality in timely fashion. Successfully coordinate the quality and efficiency of procurement and purchasing activities and ensure stewardship, integrity, transparency, and accountability. The incumbent will also ensure managing the personnel administration in coordination with the Chief of Party with technical support from the Human Resource Specialist of the Country Program.
- Coordinate fully compliant procurement systems and operating procedures. Assess effectiveness and efficiency and recommend improvements. Contribute to ensuring Gikuriro’s compliance with CRS procurement principles, standards, and policies, donor regulations, and local statutory requirements;
- Provide pricing information to assist Gikuriro’s budget holders with budget preparation.
- Coordinate the sourcing process and perform various activities to assist with ensuring the best value for money: market research, cost estimates, solicitation documents, bidding process facilitation, supplier identification and research, quality and availability of goods assessment, negotiation, contract/purchase order and another documents preparation.
- Communicate with other procurement staff and various program and operations units to coordinate and track goods/services delivery and receipt and keep everyone informed of the status.
- Collect information to confirm that goods/services delivered are what have been ordered in the correct quantities and quality, they arrive on schedule and at the right cost.
- Maintain correspondence and constant contact with suppliers to follow up on the execution of contractual terms and conditions, and handle issues if needed. Monitor and report on supplier performance, noting current and/or potential issues and/or inefficiencies and assist with contract/purchase order modifications.
- Accountable for transparency within the procurement department through ensuring a complete, accurate and up-to-date document trail of all procurement processes, vendor files, procurement and inventory database to assist with control and accountability.
- Prepare reports and facilitate document retrieval.
Contribution to HR management
- Help coordinate and support Gikuriro HR processes, activities, and service delivery, to ensure they meet latest agency, donor, and local legal requirements and standards and reflect best practices.
- Collect and organize input on HR processes and policies and participate in the review and update of various systems, manuals, guidelines, and tools.
- Support professional development needs assessment and help ensure the provision of precise development programs for Gikuriro staff and partners
- As needed provide support on analytical reports on HR-related data, metrics and trends to support decision-making, workforce planning and development.
- Ensure supervision of the Gikuriro offices cleaner
QUALIFICATIONS AND PERSONAL SKILLS:
- Minimum a Bachelor’s Degree in Management with focus to supply chain, Human Resources, Accounting, Administration or related field from recognized institution.
- At least 3 years of relevant experience is required in combination of HR Management and Supply chain/Procurement
- Sound understanding of customers procedures and process
- Basic knowledge of Rwanda Labor Law context
- Familiar with USAID and others donor’s policies and regulations
- Good computers and IT skills fully and capable with Microsoft office package
- Demonstrate ability to perform fast, efficient and cost-effective procurement service while maintaining the Agency high standards.
- Proven knowledge of the Rwanda market
- Strong negotiation skills
- Proven ability to prepare reports and maintain complete file and records
- Very good English and French writing and speaking. Excellent Kinyarwanda speaking and reading
- Ability to work with the minimum of supervision
- Good organizational skills
- Excellent interpersonal communications skills and relationship builder
- Basic knowledge transfer skills.
- Good planning and coordination skills and ability to prioritize competing priorities effectively
- Good analytical skills with ability to make independent judgment and decisions
- Proactive, results-oriented, and service-oriented with focus on meeting customer needs
- Ethical conduct in accordance with recognized professional and organizational codes of ethics
- Good negotiation, communication, and relationship management skills

Supervisory: Gikuriro Cleaner
Internal: GIKURIRO team, CRS Operations team, Finance team, HQ Global Procurement team
External: Suppliers, revenue authorities, customs officials, Clearance Agencies and freight forwarders, transporters, consultants, donors, and peer agencies.
