Title: Procurement and Logistics Assistant
Project: Rwanda Soma Umenye
Soma Umenye will work to improve reading outcomes in Kinyarwanda for at least 1 million children in public and government-aided schools in Rwanda by the end of Grade 3. Specifically, Soma Umenye will target all children in Grades 1-3 attending public and government-aided schools nationwide and ensure that at least 70 percent of students are able to read grade-level text with fluency and comprehension by the end of Grade 3.
Principal Duties and Responsibilities
The overall objective of the position is to provide support to the Procurement and Logistics Director and all project staff. The Procurement and Logistics Assistant is responsible for the following:
Work with the Procurement and Logistics Director on all logistics and procurement related to trainings.
Provide logistical support for all project events and field trips
Prepare purchase orders and their remittance to vendors
Work on logistics for large meetings, trainings, and special events
Review all training documentation that come in for compliance with USAID/Chemonics policies,
Procurement and Management of office supplies related to trainings and office use
Manage purchase requests for trainings & coordinate all public relations activities for trainings & meetings held at Soma Umenye office
Receive, track and execute Purchase Action Requests for all project training activities
Support the development of solicitation documents for quotations, proposals, and bids.
Assist in the review and evaluation of quotations, proposals, and bids.
Aid in the contracting of suppliers and monitor contracts/Purchase orders.
Apply and ensure compliance with all FAR and USAID procurement regulations for all project procurements.
Maintain and ensure proper procurement filing in accordance with Chemonics’ filing system.
Perform out of office errands, such as liaising with vendors.
Perform office activities during the absence of the other procurement and logistics assistant.
Receive and analyze all invoices and process them for payment
Follow up with local vendors who have outstanding invoices to ensure that they have been paid and reconcile any outstanding payments
Manage contract/invoice and procurement tracker
Other duties as assigned by the Procurement and Logistics Director, and other Soma Umenye leadership.
Bachelor’s degree in procurement, logistics, supply chain management or any other relevant field and at least 3 years of proven experience to procurement.
At least 3 years of applicable technical experience
Prior international donor experience required, knowledge of USAID and its contractual and reporting requirements preferred.
Strong computer spreadsheet and word processing skills
Strong organizational and prioritization skills, excellent attention to detail
Possess excellent oral and written communication skills
Demonstrated exemplary diplomatic, communication, and interpersonal skills
Demonstrated ability to work effectively and collaboratively in a team environment
Written and spoken proficiency in English
Level of Effort and Location of Assignment
This is a long term position and the location of an assignment is Kigali, Rwanda with intermittent travel throughout the country.
The Procurement and Logistics Assistant will report directly to the Procurement and Logistics Director, or his/her designee.
