POSITION: Monitoring & Evaluation Director

ABOUT THE ORGANIZATION
Inkomoko Business Development is a consulting and training firm that works with entrepreneurs in Rwanda to provide them growth planning, technology tools, accounting, and financial support, including direct affordable debt investment. Founded in 2012, Inkomoko is a mission-driven organization that seeks both social impact and financial sustainability, as the Rwandan affiliate of African Entrepreneur Collective. Inkomoko’s goal is to support entrepreneurs to create jobs by providing them skills, networks, and access to finance needed to create jobs.
ABOUT THE ROLE
The M&L Director is a new position that will report directly to Management for a highly strategic role. This Director will manage the M&E team to develop new programmatic and client insights, help directors incorporate those learnings into our offering, and share learning across the organization.
Specific responsibilities include:
Monitoring & Evaluation (40% time)
Manage M&E team to develop insight into the program impact and results (surveys, focus groups)
Manage data systems in Odoo, CommCare, and other company technologies
Ensure data collection practices and policies are ethical and meet standards of working with vulnerable populations
Learning (30% time)
Develop and test a hypothesis about our theory of change in existing and new programs/locations
Identify research questions to answer on our product and program
Share learning across departments so staff can incorporate feedback
Report to senior leadership and Board on trends
Prepare reports to funders and other external stakeholders, including government partners
Partner with the Communications Manager to highlight notable successes and trends
Organizational Management (20% time)
Manage M&E team of 3 staff to develop insight into the impact of our program
Serve as part of the leadership team
Work with other directors to develop MEL plans for new programs
Analyze internal company data to improve data-driven decisions
Project management and budgeting to achieve outcomes
The MEL Director will be a seasoned leader who has strong previous experiences in M&E. Successful candidates will demonstrate:
Rwandan citizenship required
Kinyarwanda and English required
Proven track record of leadership, including significant roles in team development and growth
Experience in M&E and reporting to funders and government stakeholders
The excellent writer to share learnings
Technical skills in data analysis (CommCare, Odoo, and Stata preferred)
Creative researcher’s mindset and tenacious problem solver
Ability to prioritize tasks and manage multiple deadlines – must be strategic and operational
Passionate commitment to the mission and objectives of the company and Rwanda’s growth strategies
8+ years of work experience in relevant or applicable field
Advanced degree preferred
