Job Description
– Designing a public debt strategy, for final authorization of senior government authorities, which will involve risk/cost analysis of macroeconomic and market constraints. He/ She will also ensure that all debt related transactions are consistent with the approved debt management strategy.
– Analyze projections of funding needs (in partnership with Treasury and Macro policy unit) and giving input on implications for a funding strategy.
– Perform a Debt Sustainability Analysis, in conjunction with other government units (more specifically the macro policy unit) and the central bank.
– Design and formulate a Medium Term Debt Strategy which includes funding transactions both from domestic and international sources.
– Design Annual borrowing plan consistent with approved Medium Term debt strategy.
– Evaluating funding requests by State Owned Enterprises and sub
– nationals for their contracting of new debt; or possibly in on
– lending by the central government.
– Evaluation, and negotiation, of contracting of new loans.
– Monitoring compliance with the established benchmarks in approved Medium Term Debt Strategy through regular reports.
Job Profile
A0 in Finance, Economics, Management, Accounting, Public Finance with 3 years of working experience.
