Job Description

Duties and Responsibilities:
A: Planning Functions:

– Develop relevant tools for the preparation of the Ministry’s strategic plan, medium term plan, and annual action plan;

– Consolidate data and formulate annual action plans & Minister’s performance contract;

– Participate in budget preparation and process;

– Consolidate the joints plan of actions from partners and agencies under the Ministry;

– Prepare monthly, quarterly and annual activity reports and submit them to the supervisor;

– Prepare the Medium Term Expenditure Framework;

– Analyze and consolidate the MTEFs from various units

B: Develop and Design project plans:

– Review the Ministry’s performance and advice Ministry’s officials on Project, Policies and Strategies that may be adopted to increase effectiveness and efficiency in fulfilling its mandate;

– Design control mechanisms for integrated projects;



– Consult with stakeholders and others on developing a range of project management related plans;

– Prepare project plans dealing effectively with timeframes, cost, quality and resource management;

– Produce reports and charts of project progress, milestones and outcomes;

– Analyse data and evaluate the effectiveness of project activities;

– Support and initiate the development of new products, projects and investments;

– Provides the initial kick off for the projects development process based on broad strategic direction or goal for the Ministry;

– Consult with stakeholders and others on developing a range of project management related plans,

– Assess and advise on risks in relation to project activities.

C: Research, Reporting and other functions:

– Carry out any other relevant tasks assigned by superiors;

– Coordinate and follow up on research and impact studies on activities and programs undertaken by the Ministry;

– Develop and update research and survey methods and tools for data collection adapted to the Ministry’s needs;
? Develop and lead detailed implementation plan (weekly, monthly, Quarterly).

Job Profile
A0 in Economics, Project Management,Management, Development Studies, Business Administration

Key Technical Skills & Knowledge required:

– Knowledge of results based management, logical framework approach, strategic planning processess and tools;

– Knowledge of Rwanda’s Public service and Labour Sector Policies and Strategies;

– Knowledge of drafting Action Plans and Operational Plans;

– Knowledge to conduct policy and analysis and draft proposals;

– Knowledge of Monitoring and Evaluation concepts, systems and tools;

– Computer Skills;

– Organizational Skills;

– Communication Skills;

– High analytical & Complex Problem Solving Skills;

– Judgment & Decission Making Skills;

– Time management Skills;

– Team working Skills;

– Fluent in Kinyarwanda, English and/ or French; knowledge of all is an advantage
