•Develop policies and procedures for governing Freight Transport and freight logistics.
•Develop laws and bi
– laws aimed at development of the freight logistics industry
•Coordinate transport corridors and other RECs in transport logistics and advocate for Rwandan transporters activities
•Keep inventory of freight transporters and create enabling environment for the subsector growth while ensuring compliance with regulatory or legal requirements.
•Participate in carrier management processes, such as selection, qualification, or performance evaluation
•Analyze the financial impact of proposed logistics changes, such as routing, shipping modes, product volumes or mixes, or carriers.
•Communicate freight transport information to customers or suppliers, using transportation management, electronic logistics market place, or electronic freight information systems, to improve efficiency, speed, or quality of transportation services.
•Review global, national, or regional transportation or logistics reports for ways to improve efficiency and remove all obstacles to the business;
•Follow up the implementation of Road side stations and liase with the responsible corridors in their effective and efficient management;
•Keep record of the freight fleet numbers and keep track of fleet growth;
•Advise the management on the innovative ways to promote freight transport business in Rwanda;
•Keep record of NTBs on corridors and ensure they are kept as low as reasonably practical and ensure the compliance to Axle load control requirements

Key Technical Skills & Knowledge required:
Managing technical, economical, and institutional issues related to Freight transport planning, operation and appraisal;
– Should be knowledgeable in customs operations, bonded ware houses operations, border operations and have knowledge of the regional institutional operations;
– Should have good command of both written and oral English or French; a mastery of both will be an added advantage;
– Knowledge of international customs and port clearing processes will be an asset.1
