Job Description

Specific tasks:
The team of three (3) Imihigo Planning and Monitoring officers will be required to work on the following specific tasks, but not limited to as follows:
For Districts Imihigo Planning and Monitoring officer:
o Review and map districts Imihigo to national priorities and provide feedback where needed;
o Review the phrasing of set districts monitoring indicators and their relevance on the concerned Imihigo and provision of feedback;
o Review the baselines for identified indicators for districts Imihigoand ensure that they are robust and accurate before implementation;
o Review quarterly monitoring districts Imihigo reports against set targets and milestones and provide feedback;
o Compile the monitoring districts indicators report that shows the status for each concerned district on quarterly basis;
o Conduct the spot checks for specific projects implemented by districtsto confirm the facts when needed;
o Etc.
For Institutions Imihigo Planning and Monitoring officer:
o Review and map Institutions Imihigo to national priorities and provide feedback where needed;
o Review the phrasing of set institutions monitoring indicators and their relevance on concerned Imihigo and provide feedback;
o Review the baselines for identified indicators for institutions Imihigo and ensure that they are robust and accurate before implementation;
o Review monitoring institutions Imihigo reports against set targets and milestones and provide feedbackon quarterly basis;
o Compile the monitoring institutions indicators report that shows the status for each concerned institution on quarterly basis;
o Conduct the spot checks for the specific projects implemented by the institutions to confirm the facts when needed;
o Etc.
For Joint Imihigo Planning and Monitoring officer:
o Review and map Joint Imihigo to national priorities and provide feedback where needed;
o Review the phrasing of set joint monitoring indicators and their relevance on the concerned Imihigo and provide feedback;
o Review the baselines for identified indicators for jointImihigo and ensure that they are robust and accurate before implementation;
o Review quarterly monitoring jointImihigo reports against set targets and milestones and provide feedback;
o Compile the monitoring joint indicators report that shows the status for each concerned joint lead institution on quarterly basis;
o Conduct the spot checks for specific projects implemented by the joint lead institution to confirm the facts when needed;
o Etc

Deliverables
The team of three (3) ImihigoM&E Specialistswill be required to provide the following deliverables, but not limited to as follows:
For Districts Imihigo Planning and Monitoring officer:
o Report on reviewed and mapped districts Imihigo to national priorities and feedback provided;
o Report on rephrased districts monitoring indicators and their relevance on the concerned Imihigo;
o Report on reviewed baselines for identified indicators for districts Imihigo;

o Report on reviewed quarterly monitoring institutions Imihigo reports against set targets and milestones and feedback to be provided;

o Report on conducted spot checks for the specific projects implemented by the institution to confirm the facts;

Job Profile

Required qualifications
Each member of Imihigo planning and monitoring Officers should have the following minimum qualifications:
o University degree in statistics, mathematics, economics, demography, project management or social science in general;
o A minimum of three (3) years of professional experience in planning and monitoring, evaluation or project management in public or private sector;
o Demonstrated ability to work with minimum supervision;
o Demonstrated knowledge of national planning processes;
o Demonstrated writing skills in English;

Job Description

 

Specific tasks:

The team of two (2) Imihigo Evaluation Specialists will be required to work on the following specific tasks, but not limited to as follows:
For Districts Imihigo Evaluation Specialist :
1. Review and classify districts Imihigointo economic, social and governance categories for smooth evaluation purposes;
2. Review outcomes and impact indicators from existing national data sources and integrate them in districts evaluation indicators matrix where appropriate;
3. Prepare a NST period indicators and baselines at outcomes and impact level indicators from national surveys that will be used for district evaluation at different periods during the NST implementation;
4. Assess the implementation of districts Imihigousing quarterly reports, and conduct spot checks where needed to verify the reported information and provide feedback;
5. Conduct mid
– term evaluation of all planned districts Imihigo as a consolidation of the assessment of previous completed quarters, and provide official feedback to all implementing institutions by indicating only Imihigo that are completed, on
– track, and off
– track and implications for final evaluation;
6. Conduct the end evaluation by consolidating all internal quarterly assessment reports, and score districts Imihigo projects using the revised scoring approach;
7. Rank all districts based on final evaluation scores;
8. Produce districts final evaluation reports and summary documents describing key messages and implications for subsequent Imihigo planning and overall economic development;
9. Etc.
For Institutions and Joint Imihigo Evaluation Specialist:
1. Review and classify institutions and joint Imihigo into economic, social and governance categories for smooth evaluation purposes;
