Project Overview and Role

Programme Overview

Improving Market Systems in Agriculture for Rwanda (IMSAR) is a 4-year programme that aims to increase the income of poor households operating in targeted agricultural markets through adopting a market systems approach to attract investment and stimulate inclusive growth.


Scope of Work

The objective of this assignment is to review and provide feedback on IMSAR’ MRM System and advise on its implementation, including the development and testing of internal and external tools. The support provided will ensure IMSAR’s measurement framework is reliable, accountable, effective, efficient and compliant with the DCED standard.




The consultant will work closely with the MRM Manager to:
Review the MRM system and revise the MRM manual and tools (intervention guides) accordingly
QA and review the intervention guides developed to date
Review IMSAR’s Value for Money framework
Support the development of attribution and contribution strategies
Support the design of the first baselines (including research plan, sampling framework, attribution strategy and tools)
Support the development of an outsourcing plan for data collection and analysis (ToR, budget, selection, QA framework)
Review the MRM budget
Advise on IMSAR’s reporting templates (monthly, quarterly, semi-annual and annual
Advise on the MIS
Location of Work
Remote with up to 2 trips to Kigali

Timeline and Level of Effort
The assignment will take place between January 2019 and March 2019 and require up to 35 days.

IMSAR Team Leader


At least 5 years of experience in MSD programmes as MRM expert/specialist;
Outstanding theoretical base in measuring results in private sector projects, with the ability to conceptualise, design and implement major projects and produce major reports or studies;
Demonstrated professional leadership and ability to lead a team of professionals and ability to coach and mentor staffs;
Proven experience developing monitoring systems for market development projects;
Strong familiarity with DECD standard on impact monitoring for private sector development projects;
A sound understanding of statistics and quantitative measurement through a variety of survey instruments and analysis techniques;
Proven experience in providing strategic direction in evaluation to programs;
Proven experience in effectively monitoring and evaluating social inclusivity, gender equality and other cross-cutting issues;
Excellent verbal and written communication skills in English
