(A)PREAMBLE

Internal candidates are invited to apply for the posts of Dean of School and Deputy Dean of School available in the Six Colleges as follows:

POST: DEAN OF SCHOOL

1. Requirements

The University of Rwanda is looking for academics who have the respect of colleagues, a track record of leadership in teaching, learning and research, who can show evidence of progress in all of these domains, and who can demonstrate evidence of career advancement in the last 4 years. Ideally candidates with discipline-specific higher degrees, and ready for promotion beyond lecturer level are encouraged to apply. They would be expected to fulfill the following requirements:

PhD from a reputable university and in a field of study relevant to disciplines in the School;
Appointable at the level of Professor or Associate Professor or Senior Lecturer;
A reputable research record as evidenced by publications in recognized peer reviewed journals, book chapters or books;
At least six (6) years of teaching and research experience at university level or five (5) years of distinctive record of leadership and administration of a university level institution or an academic/ research related unit;



2. Key Technical Skills and Knowledge required

Excellent understanding of the current development and trends in higher education and training in Rwanda, regionally and globally;
Demonstrate a strategic vision for the development of innovative research, education and knowledge transfer in UR programmes;
Proven leadership and change management experience;
Excellent communication, interpersonal, organizational and networking skills;
Have high ethical standards, integrity, accountability and professionalism and comply with therequirements of the leadership code.
Strong academic credibility, intellectual curiosity and sympathy for the values and culture of the University, including its students and their concerns;
Experience in supervision of postgraduate degrees will be an advantage
3. Main duties and responsibilities

3.1. Educational Leadership

Provide leadership in the development of the School to a nationally and internationally recognized centre for innovation and excellence in education;
Develop and encourage an environment and shared vision within the School that fosters and values educational excellence through the School’s programs, priorities and goals;
Monitor and respond to national and institutional educational performance indicators and foster a culture of performance improvement;
Implement the School’s curriculum reform and renewal in alignment with the University’s educational priorities, policies, plans, profiles and goals;
Be responsible and accountable for the education portfolio projects budget component of the School budget;
Liaise with other schools and with relevant divisions and campuses to develop, implement, promote and review strategies designed to enhance educational excellence;
Develop and review strategies to promote internationalization of learning and teaching and research.
3.2. Educational Planning and Quality Assurance

Undertake a leadership role in the. School’s strategic planning process as it relates to the development of educational priorities, targets and programs, particularly UR Future initiatives;
Lead the School’s quality assurance processes by contributing to the development, implementation and maintenance of academic standards;
Provide input to the development and implementation of the University’s educational policies and ensure they are complied with at School level;
Develop risk management strategies in relation to teaching and learning;
Leading and developing academic staff to achieve academic excellence;
Develop strategies for promoting staff development and recognition in the area of teaching and learning and research;
Develop and support strategies to attract external funding for research;
3.3. Educational Collaboration and Engagement

Maintain effective links with disciplinary and professional bodies, government departments, authorities, business, and commerce and industry organization’s relevant to the School’s educational activities;
Maintain links with graduates and their employers to ensure the ongoing review of educational activities.
POSITION:DEPUTY DEAN OF SCHOOL POST

1. Requirements:

3. Main duties and responsibilities

Assist the Dean in the development of the .School into an academically excellent Unit offering quality assured teaching and research programmes;
Make annual reports, to the Dean, includingreview and evaluation of educational performance. and .progress against education plans.and strategies;
Coordinating the assessment and development of academic programs within the School;
Promote and serve as a role model in professional
execution of responsibilities;
Overseeing all personnel matters involving academic and non-academic employees including: recruiting, appointment, re-appointment; termination and dismissal; faculty evaluation, tenure, promotion and merit; and the preparation and approval(s) of faculty workload plans and long-range professional development plans.
Maintaining effective communication between students, faculty and Heads within the School;
Serving as a liaison with relevant professional associations and regional and national regulatory and accrediting agencies;
Articulating. University policy and procedures to students and faculty in the School.
Articulating the budgetary needs of the School and overseeing the allocation and expenditure of resources;
Overseeing the preparation of class schedules and complying with institutional reporting requirements;
Working with Chairs to encourage grant applications by faculty members and to prepare proposals for outside funding of special projects;
TENURE AND APPOINTMENT

• The appointment to these positions is tenable for a period of three (3) years and renewable once subject to performance.

REMUNERATION

• Remuneration will be in accordance with the holder’s academic rank. In addition, there shall be attractive allowances and other benefits as approved by the Board.
