This role offers a unique opportunity to collaborate with different stakeholders in the drafting, and negotiation of RSSB contracts. You will provide legal advice to ensure the efficient conclusion and management of agreements including property transactions, on behalf of the organisation.

Reporting to the RSSB Legal Counsel, Contracts and Conveyancing, the Legal Officer, Contracts and Conveyancing will be responsible for participating in the negotiation, drafting, review and management of agreements and contracts implicating RSSB.

The Rwanda Social Security Board (RSSB) has the mandate to manage and promote social security in Rwanda. RSSB’s vision is to provide a comprehensive social security system that caters to the diverse social security needs of the population, RSSB plays an important role in realising Vision 2050 and the National Strategy for Transformation (NST1). RSSB manages six social security schemes, namely: Pension, Occupational Hazards, Medical scheme, CBHI, Maternity Leave Benefits and EjoHeza (Long-term Term Saving Scheme).

Key Duties and Responsibilities

  1. Negotiate and draft contractual documents and ensure they are compliant with relevant laws, rules and RSSB policies
  2. Assist the Legal Counsel Contracts and Conveyancing in drafting legal documents
  3. Participate in providing technical assistance and training to relevant internal and external stakeholders in matters related to contracts and conveyancing
  4. Ensure safe custody of contracts and agreements and track their validity
  5. Perform legal, factual and records research, identify relevant judicial decisions, statutes, legal articles and other pertinent materials
  6. Search government departments and local authorities for anything that may affect the RSSB
  7. Assist in preparing Deeds of Lease, Statutory Leases, etc
  8. Maintain databases of all searches, Leases and related matters and update it accordingly noting the relevant deadlines, etc
  9. Research to identify legal ownership of properties by assessing government land registry documents
  10. File official records of payments and contracts
  11. Carry out checks prior to drafting contracts to see if there are any structural issues with the property
  12. Collaborate with other insurance companies and deal with matters related to subrogation
  13. Assist in management of contracts and agreements execution
  14. Prepare and present daily/ weekly/ monthly reports for management
  15. Perform any other duties related to Contracts and Conveyancing function as may be assigned from time to time

Key Qualifications and Experience

The successful candidate must have at least:

  1. Master’s Degree in Law

OR

  1. Bachelor’s Degree in Law with at least 2 years relevant experience
  2. Membership to the Rwanda Bar Association is an added advantage

Key competencies

Technical Competencies:

  1. The role holder must have sound understanding in social security legal framework, social security governance and regulation compliance;
  2. The role holder must demonstrate in-depth knowledge in contract law, the conveyancing and Knowledge in Business, Insurance or Tax law;
  3. The incumbent must have expertise in contract drafting;
  4. The holder must have experience in contract negotiation/management.

  1. Must demonstrate impeccable customer service focus, strategic thinking, and strong ethical background with an ability to resist and zero tolerance for corrupt, political and other undesirable influences;
  2. Must be able to establish and maintain constructive and effective relationships with key stakeholders and staff alike;
  3. Must be open to change and adapt established methods for new uses within the institution;
