LETTER OF INVITATION
Tender Title: Consultancy services to conduct a feasibility study on RAC digital archives management system, regulatory requirements, and implementing an online process

Rwanda Airports Company (RAC) (hereinafter called ‘’Client”) has set aside funds towards the cost for Consultancy services to conduct
a feasibility study on RAC digital archives management system, regulatory requirements, and implementing an online process.
Rwanda Airports Company intends to apply some funds to eligible payments under the contract for which this Request for Proposals is issued.
The cost for the RFP is Seven thousand four hundred (7,400Frw) Rwandan francs or its equivalency in a freely convertible currency to be deposited at Bank of Kigali on the Account N° 00040-06948300-35 (RWF) or its equivalency on account Number 00040-06948301-36 for USD (SWIFT CODE: BKIGRWRW) open in the name of Rwanda Airports Company. The request for proposal can be downloaded on the Rwanda Airports Company (RAC) website: www.rac.co.rw and attach proof of its payment in the bid.
All bids shall be accompanied by original proposals Security of One million two hundred thousand Rwandan Francs (Frw1,200,000) from either a bank or an insurance company operating in Rwanda, valid for 30 days after the bid validity period. Any bid security issued by a foreign bank shall have a corresponding bank operating in Rwanda for easy enforcement
A Consultant will be selected under a QCBS, and procedures described in this RFP, by the Rwanda Airports Company procurement manual.
Well-printed technical and financial proposals, properly bound and presented in three copies one of which is the original must be delivered to the Rwanda Airports Company (RAC) information desk at Kigali International Airport/terminal building ground Floor not later than the 07th October2025 at 10:00 Am local time. Late bids will be rejected and returned unopened. All bids will be addressed to Rwanda Airports Company (RAC) procurement office failure to which RAC shall bear no responsibility for loss or misplacement of any proposal.
Technical proposals will be opened in the presence of consultants or their representatives who choose to attend on the same day at 10:30 Am local time. More details on the services are provided in the Terms of Reference provided in this RFP. The Outer envelope should clearly indicate the tender number and title.
