Organizational ContextUNDP Rwanda country office provides quality advisory services and contributes to the development of national and local capacities to achieve Rwanda’s development goals. In line with the UNDP corporate strategic plan 2022-2025, the One UN Sustainable Development Cooperation Framework 2018-2023 and the UNDP Rwanda Country Program Document 2018-2023, the Country Office is championing initiatives toward a greener and inclusive society in Rwanda. UNDP works with national and local partners to advance development including promoting the Sustainable Green Growth agenda which is not only one signature solution under the UNDP strategic plan but also a pillar of the Rwanda National Strategy for Transformation (NST1) and the core pillar of Rwanda vision 2050.

UNDP has been a long-term partner to the Government and national partners in Rwanda in the area of Environment, natural resources management, climate-resilient development, and empowerment of youth for the creation of green business and adequate jobs. The current sustainable Growth portfolio focuses on policy advisory role, and mainstreaming gender, environment and climate change into local and development agendas. It pilots the implementation of strategic programmes/ projects on the ground  such as:

Joint Youth programme on Youth, forest landscape restoration in the mayaga region, Supporting a Green Economy – Decoupling Hazardous Waste Generation from Economic Growth in RwandaEcosystems/Landscape approach to climate-proof the Rural Settlement Program of Rwanda, Poverty and Environment for Sustainable Development Goals (PEAs), Biodiversity Finance Initiative (BIOFIN),  Deepening effort for Nationally Determined Contribution (NDC), Strengthening Capacity of Environment and Natural Resources (ENR) Sector for Green Economy Transformation, Strengthening National and Local Disaster Risk Management Capacity, Resilience and Enhancing Preparedness and Early Warning System in Rwanda.

UNDP in Rwanda, in conjunction with other UN agencies programmes, supports the work of the Government of Rwanda in finding and implementing solutions in the three focus areas together with the Sustainable Development Goals: Sustainable Growth (youth empowerment, Environment & Natural Resources management and climate change), and Transformative Governance (Democratic Governance and Peace Consolidation) The country office has 4 programme units; Sustainable Growth Unit (SGU), and Transformational Governance Unit (TGU) as well as the Inclusive and Green Economy Unit (IGEU) and the Accelerator lab unit. The CO has also a management support unit which includes the Operations (Finance, HR, Procurement, and ICT) as well as the programme  Support  (PMSU) and Communications.

Being led by the Head of the Sustainable Growth Unit (SGU), SGU manages around  14 development projects in two thematic areas; sustainable environment, natural resource management and climate change, and youth entrepreneurship for the job and business creation. The unit closely works with and provides support to government implementation partners (IPs), Ministry of Environment, Ministry in charge of Emergency Management, Ministry of Youth and Culture, Rwanda Environment Management Authority (REMA), and National Fund for Environment and Climate Change (FONERWA), Ministry of Agriculture and Animal Husbandry (MINAGRI). In addition, the SGU portfolio contributes to the realization of One UN thematic focus on “Inclusive Economic Transformation” of the One UN Sustainable Development Cooperation Framework especially Results in Group 1

It is against that background that the UNDP country office in Rwanda is looking for a competent and experienced Monitoring and Evaluation (M&E) Associate to support the effective implementation of its programme on sustainable Growth. The M&E Associate will work closely with project managers/programmes analysts to monitor the implementation of projects on youth employment and jobs creation, natural resources management and climate change. S/he will be responsible for designing an M&E work plan, overseeing their effective implementation, collecting M&E data, draft and reviewing programme/project progress reports. Lastly, s/he support the MSU unit in preparing plans and reports based on the set indicators and targets.

Institutional Arrangement
The Monitoring and Evaluation Associate will report directly to the Head of Sustainable Growth Unit. S/he will be working with programme analysts (project managers) and programme associates on daily basis. S/he will contribute to the work of the Programme support unit (MSU) in various areas including the development and monitoring of the Integrated Annual work Plan (IWP), in drafting the annual and results-oriented report (ROAR), in resources mobilization etc.
The  M&E Associate will develop his/her annual work plan which will be approved by the Head of Sustainable Growth unit. The Plan will help assess the performance of the national M&E officer and will be monitored on regular basis.
Duties and Responsibilities

The scope of work of  Monitoring and Evaluation Associate  are as follows but not limited to;

  • Contribute to the regular and continuous M&E of the unit, focusing on monitoring the compliance with UNDP corporate and national requirements, as well as other monitoring exercises as required (e.g. delivery tracking, assisting drafting the UNDP Results-Oriented Annual Report, etc);
  • Support in reviewing the programme documents and annual work plans, ensuring the indicators and deliverables of narrative reports from the implementing partners are in line with the baseline/end line information defined in the documents;
  • Assist in M&E works of Result group 1 (Economic Transformation) of One UN Rwanda, by following up with communication, tracking the unit’s achievements and updating One UN data management platform UNINFO, drafting the One UN Annual Report, etc;
  • Participate in the design of the methodology, the construction of data collection tools,dashboard and the analysis of the collected data and the final reporting against project indicators;
  • Assist in updating Strategic Plan, Integrated Result Resource Framework (IRRF), Integrated Work Plan (IWP) and Atlas project management module;
  • Assist UNDP Management Support Unit (MSU) on the management of the country office programs, Resources Mobilization and management of donor’s fund;
  • Follow up, update and document project and donor profile;
  • Contribute to the communication of the results of the unit and ensure that the information of the unit at the website is accurate and updated.

Required Skills and Experience
Education:
  • Completion of Secondary Education. Bachelor’s degree in Monitoring & Evaluation or other related fields is desirable.
Experience:
  • Minimum 6 years (Secondary Education) or 3 years (Bachelor’s degree) of relevant experience in M&E, data management, reporting;
  • At least 1 year experience in international organization, UN and others on project management or 2 years working on project funded by Bilateral and Multilateral development organization;
  • Experience in producing donors report, producing and disseminating Knowledge Management products;
  • Experience in communicating the impacts results;
  • Knowledge in project management, monitoring and evaluation methodologies and data management;
  • Proficiency in Microsoft Word, PowerPoint, Excel, Outlook, and other data management tools such as Power BI;
  • Accountability, Adaptability, Commitment and Motivation, Planning and Organizing, Managing Performance, Technological Awareness

Required Language

  • Fluency in English and Kinyarwanda is required. French language is desired.
