Mission and objectives

Agriculture is the mainstay of the economy in Rwanda with about 69% (NISR, 2023) of the population employed in agriculture. The Government of Rwanda has ambitious plans for continued development and transformation of the agriculture sector, as outlined in the Strategic Plan for the Transformation of Agriculture (PSTA 4); 2018-2024). The plan em-phasizes that enhancing agricultural productivity and resilience cannot be achieved through investments and technologies alone. It also requires skills development, efficient markets, strengthened farmer ‘organizations and institutions, and the right policy envi-ronment and institutional arrangement as mitigation measures. Rwanda wants to see more climate-resilient innovations in agriculture to achieve the triple win of enhancing agricul-tural productivity, mitigating emissions of greenhouse gases, and helping farmers adapt to cli-mate change.

Context

In close collaboration with programme staff, the incumbent will perform collection, analysis and review of information, data and statistics, and project/meeting services to support programme products, projects, publications, and services. She/he will also provide technical support to the implementation of desired sustainable development outcomes and programmatic areas, such as improved nutrition, adaptation to and mitigation of climate change, protection of the natural resources, etc.).

Task description

Under the general supervision of the FAO Representative in Rwanda, in close collaboration with the FAO HQ, FAO Subregional Office for Eastern Africa, FAO team in country, as well as government staff and development partners; the UNV in charge of M&E will follow upon projects implementation and report on their performances. She/He will have following responsibilities. • Track Projects Progress. • Assist in assessment of the needs of data and data management, indicators and im-pacts for result-based monitoring and evaluation systems. • Assist in designing and reviewing sampling strategy, baseline and endline surveys, need assessment and other data collection methods and manage the results to assist in monitoring and evaluating project activities. • Develop mobile data collection tools using ODK, Kobo Collect, etc.; • Undertake resilience analysis using the FAO RIMA methodology for identified projects. • Assist in the preparation of impact evaluation designs to assess the impact of FAO projects in terms of resilience, food security and other indicators of interest; this includes working on the sampling methodology and baseline/endline questionnaires, training enumerators before fieldwork and supervising the data collection. • Assist in undertaking data collection and analysis for qualitative studies. • Prepare findings in form of presentations and report, to inform policy formulation around food security, household resilience and food systems resilience in the country. • Assist in the preparation of project quarter, semester report and the country office Annual Report. • Review the results framework of the project and suggest indicators for better capturing the project’s progress, outcomes, and impact. • Support evaluation of the overall implementation of Country Programme Framework and annual reporting. • Utilize the M&E information system, updating the projects, activities, and indicators on a routine basis • Prepare consolidated progress reports on M&E findings for project management to submit to the relevant bodies, in accordance with approved reporting formats and timing. • Guide the regular sharing of the outputs of M&E findings with project staff, implementing partners and primary stakeholders. • Perform other related duties as required. Furthermore, UN Volunteers are required to: • Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for in-stance in events that mark International Volunteer Day); • Be acquainted with and build on traditional and/or local forms of volunteerism in the host country. • Reflect on the type and quality of voluntary action that they are undertaking, including participation in ongoing reflection activities. • Contribute articles/write-ups on field experiences and submit them for UNV publica-tions/websites, newsletters, press releases, etc. • Assist with the UNV Buddy Programme for newly arrived UN Volunteers. • Promote or advise local groups in the use of online volunteering or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.

Candidate must be a national or legal resident of the country of assignment.

Requirements

Required experience

3 years of experience in • Broad technical knowledge on a range of technical areas related to agricultural development; • Good understanding of design and analysis of sample surveys, and impact evaluation approaches. • Knowledge and familiarity in conducting evaluations of projects and programs, including knowledge of Results Frameworks and monitoring and evaluation quantitative skills would be an additional advantage;
