ORGANISATION CONTEXT:

The World Food Programme (WFP) is the United Nations frontline agency fighting hunger. WFP reaches more than 150 million people per year – delivering humanitarian food assistance and working with smallholder farmers, communities, and governments to improve nutrition and build resilience to crises. As conflict, climate change and economic shocks drive up the number of hungry people in Eastern Africa, finding innovative solutions to the complex humanitarian and development challenges in the region is essential, now perhaps more than ever.

In Rwanda, WFP supports the Government with its ambitious goals to ensure food security and nutrition and equitable access to sustainable livelihoods for all. In this effort, WFP Rwanda works closely with diverse stakeholders to provide general food and nutrition assistance to over 135,000 refugees, asylum seekers and returnees; to strengthen national disaster risk management, social protection, school meals and nutrition programmes; to transform food systems; and to support emergency preparedness and response.

JOB PURPOSE:

To coordinate and perform monitoring activities within a specific coverage area and provide reports to support the effective delivery of food assistance packages in Nkamira and Kijote transit centers. The Monitoring Assistant reports directly to the Head of Karongi Field Office, under the general supervision of the technical assistance from the Programme unit.

KEY RESPONSIBILITIES (not all-inclusive, nor exhaustive):

  • Verify the planned movements and distribution of food or non-food items, resolving routine issues and escalating where appropriate, to ensure that the quantity distributed and the quality of the operation is in line with WFP standards.
  • Collect and summarise assistance programme(s) data, collaborating with cooperating partners where required, conduct analysis and prepare reports in order to support programme reviews and informative decision-making.
  • Liaise with cooperating partners and internal counterparts to gather feedback and comments to support programme reviews and improve services.
  • Suggest improvements to field monitoring processes and procedures for efficient implementation of the assistance programmes.
  • Arrange for regular meetings with community leaders and cooperating partners on commodity pipeline, distribution arrangements, food entitlements and other relevant issues to support effective communication flow and efficient operations.
  • Allocate tasks to other staff, providing guidance and on-the-job training to support their development and high performance.
  • Provide standard trainings for cooperating partners on WFP operational practices, monitoring tools and methods in order to support them to independently self-monitor and to contribute to the visibility of WFP in the coverage areas.
  • Prepare field mission reports to document programme implementation.
  • Follow set emergency response processes and procedures for emergency food assistance.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE:

  • Has a proactive attitude, being approachable, an ability to plan work and prioritise competing activities and ensure their completion?
  • Has worked with technical teams (i.e. programme team, refugee operation team, etc.) to implement humanitarian projects or programmes.
  • Has a good understanding or experience in monitoring and evaluation systems and standards and reporting findings to management team, partners, and other stakeholders.
  • Has strong interpersonal skills and ability to deal patiently and tactfully with people of different national and cultural backgrounds and to manage external partnerships.

STANDARD MINIMUM ACADEMIC QUALIFICATIONS:

Education: Bachelor’s degree in nutrition, Social Sciences or other field relevant to general food assistance

Experience: At least 5 years of experience in implementation and design of development project or humanitarian programmes operations, particularly food and nutrition activities.

Language: Fluency in both oral and written communication in English. Fluency in Kinyarwanda preferred.
