Research Triangle Institute (RTI) has over 30 years’ experience assisting governments, communities, and the private sector. RTI’s Sustainable Growth & Resilience (SG&R) technical unit within the International Development Group (IDG) brings together RTI experts and capabilities across food security, agriculture, energy, environment, water, governance, and economic opportunity. SG&R will leverage RTI’s experience designing and delivering multisectoral programming and technical solutions to respond to climate change, build resilience, and promote economic growth around the world. Within SG&R, the Global Food Security and Agriculture team is working to strengthen agricultural markets, engage youth and women as critical leaders of the on- and off-farm workforce, and tackle the dual burden of malnutrition around the globe.
Project Description
The purpose of the recently-awarded $17.4M Feed the Future Rwanda Kungahara Uhanga Akazi (KUA) Activity is to address the problem of insufficient employment opportunities and limited entrepreneurial success for Rwandans. KUA will facilitate capacity development for Rwandans – particularly women, youth, and persons with disabilities – in key technical and soft skills required to participate in a modern workforce and will catalyze new entry and growth of inclusive enterprises. The program will be based in Rwanda.
Position Description

RTI is hiring a Monitoring, Evaluation, and Learning (MEL) Coordinator on the Feed the Future Rwanda Kungahara Uhanga Akazi (KUA) Activity. The MEL Coordinator is responsible for supporting all MEL related activities, analysis, and reporting. This position will be based in Kigali, Rwanda, and will report to the MEL Manager.

Responsibilities of the MEL Coordinator include, but are not limited to:

  • Support MEL Manager with development of the Activity MEL Plan (AMELP), including indicators, baseline data, and results. Regularly review and update the AMELP as needed.
  • Maintain the project’s monitoring and evaluation (M&E) system to track and measure indicators as defined in the project’s approved AMELP and ensure there is proper documentation to support them.
  • Assist with the collection, analysis, and reporting on performance indicators by other team members and project stakeholders through training and standardized reporting templates.
  • Analyze data and develop presentations and reports present results against indicators to project management, derive lessons learned, and make recommendations for improvement.
  • Facilitate collaboration, learning, and adaptation (CLA) through exercises such as annual reviews of problem analysis, theory of change, work planning, pause and reflect and other activities.
  • Submit project produced data to the Development Data Library (DDL) in a timely and accurate manner, consistent with USAID and RTI requirements.
  • Conduct periodic data quality analysis to ensure both the efficiency and accuracy of MEL processes.
  • Support knowledge management and learning product creation and accessibility.
  • In collaboration with the MEL Advisor, prepare monthly, quarterly, and annual progress reports on the status of Activity implementation; contribute to other Activity reports such as annual work plans.

Qualifications:

  • Master’s degree in international development, economics, statistics, research methods, political science, public policy, social science, or a related field with 1 year of experience; or bachelor’s degree with 3 years of experience.
  • Strong oral/written communication skills in English and ability to communicate effectively at multiple levels in the organization.
  • Strong organizational and interpersonal skills and ability to work in a team-oriented setting to facilitate collaborative learning.
  • Strong knowledge in MS Office applications.
