Result of Service
Ultimate Result of Service The assignment is expected to result in the Somalia Vision 2060 document. Title & ID number of programme/project Regular Budget: A24/10UNA/13663 Impact and Outcomes: The successful development of Somalia Vision 2060 will provide a clear and actionable roadmap for the country’s future, setting the stage for transformative change. It will aim to achieve measurable improvements in economic prosperity, political stability, social equity, and environmental sustainability, ultimately leading to a better quality of life for all Somalis. Honorarium and Travel The Consultant will be paid USD15,000 for the assignment over a period of 5 months. The consultancy may involve travel to Kigali or any other agreed venue, for which transportation and all related costs will be provided for by ECA. The budget line to be charged is RB_ A24/10UNA/13663.

Duties and Responsibilities
The national consultant will perform the following duties: 1. Assist with data collection and information gathering; organization of meetings, consultative processes, report writing; production of analyses as requested by the other consultants. More specifically, the national consultant will: 1. Conduct a thorough review of existing development plans and ; strategies relevant to Somalia; sectorial plans and analyses; thematic studies; 2. Organize and facilitate stakeholder consultations to gather local insights and priorities; produce report of these consultative processes; 3. Support the international consultant in drafting the Vision 2060 document; 4. Provide regular updates and reports to the Economic Commission for Africa (ECA) and the international consultant; 5. Act as a liaison between ECA, the international consultant, and the Somali government; 6. Coordinate workshops and focus group discussions with key local stakeholders; Analyze data and research to inform the visioning process; 7. Identify key development challenges and opportunities within Somalia; 8. Assist in the formulation of strategic goals and objectives for Vision 2060; 9. Facilitate the integration of SDGs into the national vision; 10. Draft sections of the Vision 2060 document as required; 11. Review and provide feedback on drafts of the Vision 2060 document; 12. Assist in the development of a monitoring and evaluation framework for the vision’s implementation; 13. Engage with civil society organizations to incorporate their perspectives into the vision; 14. Support the capacity building of local institutions to align with Vision 2060; 15. Support the development of communication strategies to promote Vision 2060 among stakeholders; 16. Prepare briefing materials and presentations for various audiences; 17. Monitor regional and global trends that may affect the implementation of Vision 2060; 18. Contribute to the development of policy recommendations based on the visioning outcomes; 19. Coordinate with sector experts to ensure a multi-disciplinary approach in the visioning process; 20. Facilitate the alignment of Vision 2060 with existing national policies and plans; 21. Organize public forums to discuss and refine the Vision 2060; 22. Collaborate with academic institutions to incorporate research findings into the vision; 23. Provide logistical support for international consultant visits and meetings; 24. Assist in the preparation of progress reports on the formulation of Vision 2060; 24. Evaluate the potential impacts of Vision 2060 on various sectors; 25. Ensure gender sensitivity and inclusivity throughout the development of Vision 2060;
Qualifications/special skills
Education: • Advanced and/or postgraduate degree in Management, Business Administration, Organizational Development and Change or any other related field. he consultant will have at least 5 years of work experience in strategic or project support , Experience in programme development, monitoring and evaluation, and administration is desirable; Knowledge/Skills: • Excellent interpersonal and management skills; • Proven ability and experience in efficient planning and execution of tasks; and high level of initiative.
Languages
Fluency in English, very good writing and analytical skills. • Knowledge of Somali is an advantage
