Job Description

The Position:

The main purpose of the consultancy is to gather country level requirements related to GS1 standard implementation from the Rwanda FDA/Ministry of Health and other implementing partners share the information with the SCMU GS1 Associate and prepare the country to receive UNFPA products with GS1 Barcodes.

Job Purpose:

The purpose is to improve supply chain visibility and traceability using Automatic Identification and Data Capture (AIDC) with GS1 barcodes. This project will focus on enhancing the tracking of contraceptive shipments delivered under the UNFPA Supplies Partnership. The Rationale of hiring a consultant is to Improve visibility of stock levels and first-expiring goods, facilitate tracing and recall of defective products, more effective supply planning and demand forecasting and address manufacturing delays caused by poor forecasting.

The pilot will cover contraceptive shipments with barcoded packaging. It will assess the feasibility of using AIDC to enhance commodity flow visibility and provide technical support, gather data, and share lessons learned for future phases and potential implementation in other countries. The SCM unit identified funding for technical assistance to Rwanda CO through the GS1 project. The consultant’s scope would include GS1 implementation and follow-up, regular SCMU updates and query management as well as existing supply chain support within the country office (including RHCS supply chain activities, inventory certifications, etc.).

You would be responsible for:

  • Represent UNFPA in country level GS1 meetings/discussions in the implementation of GS1 standards for Traceability and Verification. Provide status updates to stakeholders about our implementation status for GS1 standards.
  • Prepare documentation for the country requirements related to GS1 and barcoding standards and the share the information to the SCMU GS1 Associate.
  • Coordinate with country National Product Catalogue Team to maintain the UNFPA products GS1 master data for different product hierarchies.
  • Coordinate with UNFPA Country supply chain team & beneficiaries / implementing partners for upcoming shipments.
  • Coordinate with warehouse team to verify whether they can be able to receive shipments with the barcode present on the commodities.
  • Provide country status updates about the pilot phase to the SCMU GS1 Associate.
  • Participate in country level end user trainings/workshops about GS1 standards.
  • Support RHCS supply chain activities such as:
  • Receiving and inspection of shipments
  • Obtaining QA documents such as import visa & licenses, testing of products by Rwanda Food & Drugs Authority
  • Distribution & handover of shipments to beneficiaries
  • Preparation of LMA activities reports.
  • Preparation of inventory certifications.

Qualifications and Experience:

Education:

  • Advanced University degree (or equivalent: i.e. CPA, ACCA, Jurist Doctor, etc.) in IT management, Public Health, Public and Business Administration in combination with 4 years of relevant work experience may be accepted in lieu of 6 years of experience.

Knowledge and Experience:

  • Six or more years in the field of procurement and supply chain management.
  • Experience in working with international procurement and logistics or business operations is an asset.
  • Experience in working with global data standards (GS1) is an asset.
  • Excellent working knowledge of MS Word, Excel is needed.

Languages:

  • Fluency in English is required. Rwanda country local language is needed.
