How can you make a difference?
The purpose of this assignment is to strengthen the role of National Child Development Agency to accelerate actions towards the development of a child protection system and the national child protection case management system. CP Case management system will represent a key component of the child protection system and will be positioned as a launchpad for the wider system. UNICEF will support the government to hire a senior, well experienced Individual Contractor to play a lead technical and strategic role in the case management and child protection systems development process to realize the child rights to protection as outlined above.
Scope of Work:
The assignment will coordinate the government initiative to strengthen the child protection system in general and specifically in setting up a new child protection case management system as provided for in the Integrated Child Rights Policy Strategic Plan (ICRP/SP), 2019-2024. In developing the child protection system, the Individual Contractor will support a review of the current systems, processes and practices related to child protection and develop a framework for strengthening the child protection system, including a costed action plan for its implementation. The Individual Contractor in consultation with the government and partners, will lead the conceptualization and drafting of a case management framework as one of the building blocks of the CP system, that will include relevant implementation tools.
The Individual Contractor will facilitate alignment of institutional mandates to streamline service provision and referral mechanisms in the child protection system. This will involve strengthening of the child helpline operational processes as well as integration and operationalization of a disability module in case management framework. The work will support development and/or strengthening of appropriate coordination, monitoring, and reporting mechanisms to ensure coordination is functioning at all levels, mechanisms for monitoring are making disaggregated data on childcare and other issues of protection concerns available, analyzed and shared for use at different levels. Strengthening data system will include finalization and rollout of MIS for CP linked to case management system.
- Technical and strategic advice to the NCD Agency and its key partners and stakeholders in the review of the current processes, policies and legislation, institutional setups, and practices in the field of children protection to facilitate learning and documentation of current systems to support future designs.
- Lead strategic reflection activities and technical drafting of key components of the child protection case management system aligned to the building blocks of a strong child protection system.
- Provide ongoing technical advice to the model development and roll out of the system, ensuring that community care service is aligned and coordinated within the framework of a straightforward government owned national case management system for child protection and to ensure that needs are identified, referrals made and that children are actively supported to access services delivered in an integrated fashion.
- Facilitate, in alignment with given institutional mandates, the transformation of the child protection system to an effective frontline watchdog for child protection concerns. This will include strengthening of the child helpline to strengthen reporting, referral and psychosocial support provision and operationalization of a disability module in case management.
- Support development of appropriate monitoring mechanisms to ensure that systems are operational, that data disaggregated by sex and age is consistently collected and analyzed, that service providers meet the comprehensive needs of children, that children exposed to violence, abuse and exploitation are reached quickly with quality services and that the most difficult cases and challenges are documented for lesson learning.

Deliverables/Outputs:
The selected Individual Contractor will be expected to produce the following deliverables in collaboration with government of Rwanda, UNICEF and other key stakeholders.
- Final CP system framework with recommendations and costed action plan.
- Case management framework outline available.
- Workshop on CM framework and its implementation.
- Child protection case management conceptual and thought papers submitted for government approval.
- CM framework implementation plan – including SOPs and supervision manual.
- Cascade training on new case management framework to all CPWO.
- Finalization and roll- out of MIS for CP case management.
- Child Helpline/hotline operational processes developed and in use.
- Case Management Module for children with disabilities operationalized and interlinked with DMIS at NCPD.
- Technical exchange workshop on review of performance of referral mechanisms.
- Review and analysis of standard childcare and protection data reports in alignment with CP and case management indicators.
- Report on functionality of Coordination structures produced for all districts.
- Progress report on CP system performance.
To qualify as an advocate for every child you will have…
- Advanced University degree is required in Social Work, Law, Psychology or Sociology. A good first degree in the above fields supported by over 10 years’ experience may be considered.
- Professional work experience in child protection, preferably at senior or managerial level; experience in social protection, childcare and child policy is an asset. Experience in project/programme management and strategy development in the areas of social affairs and development in general.
- Experience in a managerial capacity/senior supervisory role within a government setting, as well as practical experience of coordinating work with several organizations.
- Background/experience in childcare and government Institutions pertaining to child protection in Rwanda is a must.
- Sound understanding and past working experience of community principles and practices.
- Experience in working with Local Government, (I)NGOs or Development Partners is required
- In-depth knowledge of childcare, protection and welfare systems in Rwanda and ability for strategic thinking
- Excellent writing skills, presentation skills, strong strategic and analytical skills, computer skills, negotiations skills, interactive and interpersonal communication skills.
- Ability to work with Government Officials at national and district levels as well as with international and national development partners.
