JOB DESCRIPTION
Organizational Setting
FAO Representation in Rwanda is a fully-fledged office since 11 July 1985. It works directly with the Ministry of Agriculture and Animal Resources (MINAGRI) and indirectly with other ministries and government institutions to advance all spheres of agriculture transformation for Better production, Better Nutrition, Better environment and  Better life for all, Leaving no One Behind. FAO Rwanda implements various projects that aim at contributing to the global goal of ending hunger and other related Sustainable Development Goals. All its activities are carried out under FAO’s FAO Strategic Framework 2022-31, Rwanda’s Strategic Plan for Agriculture Transformation, and FAO Rwanda’s Country Programming Framework.
The Sustainable Agricultural Intensification and Food Security Project (SAIP) is coordinated by the Rwanda Agriculture and Animal Resources Development Board (RAB) through a designated Single Project Implementation Unit (SPIU). Its aim is to consolidate and expand results from two World Bank funded projects: Land Husbandry, Water Harvesting and Hillside Project (LWH) and the Third Rural Sector Support Project (RSSP3), and from selected other MINAGRI schemes. The Food and Agriculture Organization of the United Nations (FAO) is involved in the project implementation by offering the technical assistance (TA). Interventions supported by FAO- aims at increasing agricultural productivity, market access and food security of targeted beneficiaries in project areas through strengthened national capacities. Specifically, the nutrition specialist will support to enhance integrated agriculture and nutrition by promoting the household production and consumption of diversified nutritious food. In addition, She/he will be leading all trade and food safety initiatives under Better Nutrition in FAO Rwanda Country office. The national Nutrition Specialist will be based at FAO- country Office in Kigali.
Reporting Lines
The nutrition specialist will work under the overall supervision of the FAO Representative to Rwanda and direct supervision of the Assistant FAOR/Programme.  She/he will work closely with better nutrition team leader and TA-SAIP project team leader; under the technical guidance of the FAO Lead Technical Officer and FAO SFE Nutrition officer (based in Addis Ababa);  and in close collaboration with the World Bank funded – Single Project Implementation Unit for the Sustainable Agriculture and Food Security Project (SAIP) in RAB, as well as MINICOM affiliated projects.
Technical Focus
The Nutrition Specialist will coordinate FAO’s Nutrition related Technical Assistance implementation and facilitate the international consultants or service providers on the integrated Agriculture-nutrition aspects of the Sustainable Agriculture and Food Security Project (SAIP). She/he will serve as the liaison between FAO Rwanda TA-SAIP team and the RAB-SPIU team. She/he will be the focal person for trade and food safety related initiatives in the FAO- Rwanda Country Offices.
Tasks and responsibilities
• Work closely with the SPIU team to ensure that integrated Agriculture-nutrition is mainstreamed in all SAIP activities; using the newly developed nutrition mainstreaming strategy.
• Ensure nutritional outcomes are captured, by reviewing the SAIP M&E system and proposing changes where needed.
• Lead and monitor TA-SAIP progress on output 2 in collaboration with the TA-SAIP team leader.
• Organize mid and end line project evaluations in collaboration with the TA-SAIP team leader.
• Strengthen the coordination and consultation with RAB, development partners and other stakeholders in developing the training materials, in line with ongoing initiatives of mainstreaming nutrition in extension materials.
• Conduct capacity needs assessment of extension officers
• Provide technical backstopping, mentoring and coaching to front line extension service providers on integrated nutrition sensitive Agriculture.
• Ensure the successful implementation of food control and phytosanitary capacity assessment- projects.
• Perform other related duties as required by supervisors/FAOR.
 

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements
• Master’s degree in Human Nutrition, Public Health, Development Studies, or other related fields.
• At least seven years of experience in Nutrition and Food security promotion related topics.
• Fluent English and knowledge of French or any other UN language would be an advantage.
• Rwandan nationality.

• Good understanding of trade dynamics in the country.
• Experience in food safety control standards.
• Proven knowledge on report writing and communication for results.
• Good knowledge of the organizational structure.
