Are you a mid-career professional dedicated to promoting open government, transparency, and good governance in your country? Do you work in civil society, media, or government and want to expand your knowledge and networks in the global anti-corruption arena?
The Open Government Partnership (OGP) invites motivated changemakers from Armenia, Moldova, Ukraine, and Georgia to apply for the OGP Transparency Fellowship 2025—a fully-funded opportunity to connect with regional peers, engage with reform leaders, and gain hands-on insight into good governance practices across Europe.
What Is the OGP Transparency Fellowship?
The OGP Transparency Fellowship is a unique, immersive learning experience designed for professionals advancing anti-corruption, public sector reform, and accountability in their countries. This year’s Fellowship will bring together a selected cohort of emerging leaders for a 4-day intensive program taking place 1–4 July 2025 in Vilnius, Lithuania and Riga, Latvia.
Through dialogue, site visits, and strategic workshops, Fellows will explore innovative solutions to combat corruption, enhance information integrity, and strengthen open governance. The programme is tailored to the expertise and interests of selected participants and is framed within OGP’s broader mission of fostering inclusive, participatory public governance.
Who Should Apply?
OGP is seeking candidates who meet the following criteria:

Professional background: You work in civil society, government institutions, or media with demonstrated experience in transparency, anti-corruption, open data, or public administration reform.

Geographic eligibility: You are based in Armenia, Moldova, Ukraine, or Georgia.

In Georgia, the call is limited to civil society and media professionals only.

Experience: You have mid- to senior-level experience (generally 5+ years) in public policy, reform processes, governance, or investigative reporting.

Commitment: You are committed to applying their learning to further transparency and accountability in their institutions, countries or regions.

Language skills: Strong English-language proficiency is required, as all sessions will be conducted in English.
What to Expect
As an OGP Transparency Fellow, you will:

Participate in an intensive four-day fellowship (1–4 July 2025) including field visits to government agencies, civil society organizations, and media outlets in Vilnius, Lithuania and Riga, Latvia.

Engage in learning exchange with key high-level reformers (and each other) on topics such as anti-corruption, public sector ethics, innovations in public service delivery, public administration reform, data governance, information integrity, whistleblower protection, beneficial ownership transparency, etc. – programme to be further tailored to the expressed interests of selected Fellows.

Gain a deeper understanding of the Open Government Partnership platform, strategizing about open government, anti-corruption and accountability at the national level, as well as cross-regionally.

Connect with a global community of experts and peers during the Transparency School’s networking events.

Upon the completion of the Fellowship, participants would also receive a chance to continue their engagement with OGP and participate in global events.

Fellowship Funding and Participation Options
OGP will fully support seven Fellows, covering:

International travel and local transport (excluding visa and insurance)

Accommodation (5 nights from 30 June to 5 July)

Meals (breakfast, lunch, and two group dinners)
Please note: *Meals include breakfast & lunch (July 1–4), joint dinners (July 1 & 3). Additional per diems will not be provided by the organizers.
In addition, up to three more participants may join on a self-funded basis. The self-funded participation fee is EUR 2,250, which covers all program-related expenses except international travel, visa, and insurance.
