PARENTING EDUCATION TECHNICAL LEAD

World Vision International (Rwanda) is a child focused Christian humanitarian organization implementing development programs in 24 Districts of Rwanda.

World Vision Rwanda seeks to hire a highly qualified, dedicated and experienced national for the position of Parenting Education Technical Lead.The position will be based in Kigali at Head Officeand reporting to theIntegrated Programs Director.

This position is conditional upon the award of funding from DFID

Purpose of the position:

World Vision is seeking a visionary leader who can provide strategic and technical leadership for the much anticipated DFID Improving Early Childhood Development (IECD) in Rwanda opportunity. The candidate will help WV achieve the improved developmental potential of young children in Rwanda to participate in the country’s economy with an overall outcome of children who have improved social, emotional and cognitive development and readiness to learn.

We are looking for a team leader who can inspire those around them, with a deep understanding of the complex humanitarian space and a commitment to World Vision’s mission, vision, and values.

The major responsibilities include:

30% Strategic Leadership on IECD program

  • Interpret and apply national Improving Early Childhood Development (IECD) policy and/or multi-disciplinary strategy within IECD program to ensure alignment.
  • Integrate into the IECD programme state of the art knowledge on parenting programmes from global evidence on nurturing care implementation, social behavioral change strategies, systems strengthening, and effective scale up of large scale parenting programmes.
  • Develop and lead IECD programme implementation strategy
  • Ensure integration within other important sectors, applying knowledge of social determinants, technical knowledge of multi-sectoral approaches to improve IECD and national ECD policy/strategy.
  • Advocate for children with disability and other special needs for inclusion of ECD objectives within other key programming sectors as required to achieve strategic goals and that align with national multi-sectoral policy and/or strategy for ECD.
  • Continuously improve the technical quality of IECD program through contextualisation of technical approaches, capacity building and rigorous program monitoring and evaluations.
  • IECD implementation strategy developed and monitored in compliance with the IECD standards
  • Collaboration and integration with other stakeholders strengthened
  • Children with disability and other special needs are participating
  • Technical approaches are contextualised and staff are well equipped
30% Partnership and Engagement with stakeholders on national ECD policy development and implementation

  • Build and maintain relationships with relevant stakeholders and departments e.g. health, nutrition, child protection, education, etc. in order to contribute to national level dialogue and action on ECD.
  • Manage key relationship with the Prime, Support Offices, Regional and Global Center technical specialists, development partners (UN agencies), and research/academic partners to ensure strong technical input from all stakeholders throughout program cycle.
    • Participate in and contribute to key IECD alliances and networks, including those that are connected globally e.g. Regional & national Network for ECD, etc.
    • Uphold the use of up-to-date technical knowledge and language in conversations with key stakeholders to build credibility and trust.
    • Keep partners and stakeholders informed of World Vision’s ECD priorities, programming and advocacy.
    • Contribute to the development and review of national ECD policies, action plans and/or multi-sectoral strategy through active engagement in stakeholder forums.
  • Strong strategic relations with relevant stakeholders built and maintained
  • Strong engagement and networking in place
  • Partners and stakeholders updated on World Vision’s ECD priorities
20% Result Based and Adaptive Management

  • Oversee IECD program’s monitoring, evaluation and learning, theories of change, to enhance technical program quality for improved developmental potential of young children in Rwanda
  • Ensure quality program implementation reports are provided to relevant stakeholders in timely manner.
  • Ensure evidence of the program impact for policy makers, donors, government officials and other stakeholders is generated and shared
  • Guide the direction of the program components to strengthen evidence based programming and strong accountability for results.
  • Key quality reports produced timely
  • Key quality research, assessment and/or evaluation reports produced and shared timely
20% Team Leadership

  • Develop and inspire a diverse team of professionals to over-achieve on objectives.
  • Ensure stewardship and accountability of IECD program material and financial resources
  • Through a high standard of personal and professional integrity, instill and promote a culture of total accountability and transparency
  • Provide strategic/technical and management support to staff to ensure achievement of full implementation of IECD strategy
  • A high performance culture and accountability maintained within the team to enhance effectiveness
  • Proper management of departmental resources

Qualifications: Education/Knowledge/Technical Skills and Experience

The following knowledge, skills and abilities may be acquired through a combination of formal schooling, self-education, prior experience or on-the-job training.

Qualification required:

  • Masters degree in Education, Social Sciences, Development Psychology or related field from a nationally or internationally recognized University.
  • Minimum of 7 years experience in leadership role in the development and humanitarian sector with management experience of a large and diverse portfolio.
  • Working knowledge of project cycle management
  • Experience managing and leading large and complex teams within a complex organizational environment.
  • Should have a highly developed and extensive understanding of parenting education
  • Should have a highly developed understanding of different sectors within child-focused, such as maternal and child health and nutrition; education and child protection; livelihoods and food security, etc.
  • Ability to think strategically and innovatively, constantly pursuing new and better ways of working.
  • Good planning and organizational skills.
  • Must have strong relational and networking skills, a demonstrated ability to lead teams, proposal development skills and significant experience engaging with partners.

Additional Skills, Knowledge and Experience:

  • Effective communication skills
  • Strong understanding of fourbasic domains of child development (social-emotional, communication and language, physical, cognitive)
  • Understanding the importance of ECD and its role in breaking the cycle of poverty
  • Working knowledge of proposal development and negotiation skills.
  • Experience in child-focused programming
  • Ability to work in cross cultural setting
