The post holder is responsible for delivering outcomes linked to Save the Children Philippines’ (SCP) Organizational Strategy 2025-2030 particularly Goal 1 where SCP drives significant improvements in the health, learning, protection, and participation of the most excluded and vulnerable children, and where relevant Goals 2 (resource generation) and 3 (SCP performance drivers).
Additionally, the post holder will support SCP’s education portfolio by delivering high-quality, evidence-based programming and advocacy. This includes leading community mobilization in the target areas, facilitating children’s meaningful participation in activities, and managing partnerships with community stakeholders and LGU partners to promote and protect children’s rights.
Furthermore, the post holder is responsible for contributing to establishing diverse partnerships with a broad range of groups and organizations, ensuring the effective and timely implementation of planned activities and interventions of partners (i.e., strategic, implementing, advocacy) and those jointly initiated with SCP as guided by SCP’s principles and strategies on Partnership Management. The post holder will likewise provide guidance to project activities to ensure the meaningful participation of children based on the nine (9) basic requirements for meaningful and ethical children’s participation as promoted by Article 12 of the UN Convention on the Rights of the Child.
Key Responsibility Area
Programming
- Contributes to the development of programs and advocacies on education to deliver SCP’s OSP
- Contributes to the analysis and periodic updating of information on child rights issues
- Adapts strategies based on the given context to ensure that outcomes are achieved on time, on scope, and with quality
- Supports social preparation activities and establishment of partnerships with the local government units, children, parents, teachers, community leaders, local service providers, and other stakeholders in the project areas
- Strengthens and capacitates local mechanisms/structures, such as the Barangay Development Councils, Barangay Council for the Protection of Children, and other stakeholders
- Conducts activities with children/ child-led groups and ensures that the Nine (9) Basic Requirements of Children’s Meaningful and Ethical Participation in various processes are always observed
- Coordinates closely with the other SCP staff and with partners for cross-learning, sharing of information, harmonization of program/project plans and activities, and reflection on project learning
- Assists in the formulation of the project’s detailed implementation plan, procurement plan, annual/monthly work plans, and budget
- Assists the Project Coordinator in providing quality and timely technical inputs and organizational development assistance to partners
- Assists the Project Coordinator in the preparation of monthly, quarterly, and annual project reports and budget
Networking, Partnering and Advocacy
- Maps and identifies potential partners (community-based groups, civil society organizations, academic institutions, media, private sector groups) that Save the Children can work with in relevant thematic/geographic areas
- Establishes and maintains good working relationships with CSO partners, child-led groups, local government units, community groups, and other stakeholders in the target area/s
- Regularly coordinates with children/child-led groups, community groups, and CSOs to ensure their active and meaningful participation in decision-making processes and with LGUs to hold them accountable for the realization of children’s rights
- Represents SCP in meetings as delegated by the Manager for Education
- Supports local and national advocacy activities related to education
- Collaborates with civil society organizations/ networks, child-led groups/coalitions, local and national government agencies, media, academic institutions, the private sector, and other stakeholders to implement project activities/advocacies and other education-related initiatives
Partnership Management
- Supports the fulfilment of SCP’s localization agenda by strengthening the capacities of partners (e.g., children and CSOs) to amplify their voices and ensure that their issues are addressed by duty-bearers
- Manages partnership concerns together with the Project Coordinator
- Supports the conduct of partner scoping and partnership assessments, develops and implements technical support and organizational capacity development plans in collaboration with partners
- Analyse project challenges, results, and learning with partners
- Conducts partner visits and monitoring to determine progress of project implementation
- Supports strategic and tactical collaborations to advance shared goals and agendas related to education issues
- Actively seeks feedback from partners and children’s groups and responds to their concerns
- Ensures partner’s compliance with SCP policies outlined in the partnership agreement (i.e., Child Safeguarding, Finance, Procurement, Data Privacy etc.)
Monitoring, Evaluation and Documentation
- Contributes to SCP’s knowledge management and evidence-building
- Ensures the regular collection of disaggregated data/evidence, and analyse these to inform SCP’s decision-making, programming, and advocacy efforts.
- Monitors the project’s progress against its goals, objectives and outcomes
- Works with the Project Coordinator, MEAL officer, and the partner in developing a MEAL plan, ensuring this links to reporting requirements
- Submits accurate and timely information to contribute to project and donor reports highlighting project accomplishments, challenges, and learning
- Contributes to gathering and analysing information (i.e., project results and other education data) for midyear and annual reviews, and donor reports
- Works with the Project Coordinator to organize and safe keep Project files and documents
- Organizes monitoring and assessment meetings for the Project
Capacity Building
- Facilitates and participates in capacity-building activities
- Uses/adopts lessons and insights in project implementation and advocacy
- Consults with partners to identify training needs
- Develops capacity building or technical assistance plans with target stakeholders
- Supports the conduct of joint capacity-building activities involving program staff and partners at national and local levels
Human Resources, Finance, Supply Chain
- Complies with SCP’s Child Safeguarding Policy, Policy on Fraud and Anti-Corruption, Safety and Security and other policies
- Ensures the judicious use of resources
- Coordinates with the Finance and Supply Chain Units to ensure the timely release of budgets and availability of suppliers to implement planned activities
- Ensures partners’ compliance with finance regulations and procedures
- Ensures the judicious use of project resources
- Works closely with the Supply Chain Unit and the Project Coordinator in developing and implementing the Procurement Plan of the Project
Others
- Participates in relevant organizational meetings at the field and national office level
- Contributes to the development of knowledge products on education
- Provides regular progress updates to the Project Coordinator and Manager for Education, flags any issues/concerns concerning the sub-award partners or other project concerns
- Monitors and assesses the application of SCP’s Child Safeguarding Policy with children and partners throughout the project cycle
- Exchanges information and collaborates with various units in SCP, with partners, and with children’s groups in the planning, implementation, monitoring, and evaluation of programs and advocacies/ campaigns
- Promotes a culture of diversity, equity, inclusion (DEI), innovation, and alignment with SCP’s core values
- Takes on additional tasks as assigned by the Program Coordinator and Manager for Education

Here are some of the specific skills and experiences you’ll bring in this role:
Essential skills, knowledge or experience
- Minimum of two years of work experience in program delivery, management, administration, or other related fields; work experience in the development setting (NGO) is an advantage
- Above average writing skills, with the ability to produce high-quality reports and briefing papers
- Highly organized, with good attention to detail and developed ability to prioritize multiple tasks to meet tight deadlines and organize work
- Skilled in facilitating meetings/ workshops/training and other group processes with children and adults
- Proven experience of using MS office application (Word, Excel, Access and PowerPoint) and desk-top publishing software
Desirable skills, knowledge or experience
- Technical knowledge and working experience on education programs particularly early childhood and inclusive education
- Familiarity with children’s rights and children’s issues
- Ability to work effectively as part of a team
- Good interpersonal and communications skills
Required education and qualifications (certifications, licenses, accreditations, etc.)
- University degree in the social sciences or communications
