THE ORGANIZATION
Search For Common Ground (Search) is an international non-profit organization that promotes conflict transformation. With headquarters in Washington DC, and a European office in Brussels, Belgium, Search’s mission is to transform the way individuals, organizations and governments address conflict – away from adversarial approaches towards cooperative solutions.
Search has been working in the Great Lakes sub-region for 26 years. Search began working in Burundi in 1995, DRC in 2001 and Rwanda in 2006, as part of our Great Lakes Strategy to encourage non-violent solutions to national and regional conflicts in the region while fostering collaborative relationships between citizens, authorities, security forces and armed groups and promote peaceful coexistence and reconciliation. Much of our work in the region involves building the capacity of the media to address conflict issues impartially and responsibly, thereby contributing to more accountable and transparent governance.
CALL FOR TENDERS
Search, with the support of the Swiss Agency for Development Cooperation (SDC), is implementing a 24-month project with the main objective of strengthening access to information, dialogue and exchanges through the media in the Great Lakes region (Rwanda, Burundi and eastern DRC).
To support the implementation of this project, Search is seeking to collaborate with a radio station in Kigali for the production and broadcast of a 15-minute podcast program, which will be broadcast weekly in Burundi, Rwanda and in the Democratic Republic of Congo. Entitled “Generation Great Lakes,” or “GGL,” this program will allow listeners from the region to learn about issues facing the region.
The objective of this call for tenders is to solicit proposals from radio stations with an interest, capacity and availability for the production and broadcasting of this type of program. This will be a one-year contract, renewable for the duration of the project.
Specifically, tenders submitted must include:
The production of 15 programs and the broadcast of 75 weekly radio programs of 15 minutes at a prime time agreed with Search
Ensure the participation of the journalist in the production team of this weekly program by participating in training sessions as well as planning and evaluation sessions,…
SELECTION CRITERIA

- The radio station will be selected based on the following criteria:
- The radio station must ensure wide broadcasting coverage in the city of Kigali
- The radio must have a strong audience and a credible reputation in this city and among young audiences, aged 18 to 35;
- The radio must be legally registered in Rwanda,
- The radio must ensure the quality of the production and broadcasting of this program, particularly with regard to:

o broadcast equipment;
o production and assembly equipment;

- Assign a journalist as a focal point to participate in the production team of this weekly program, who is able to present a program in French;
- Broadcast the Génération Grands Lacs program each week at an agreed peak time Search;
- Have experience in the production of podcast formats;
- Having worked with other NGOs would be an asset. Copies of contracts with these NGOs will be recommended in case of eligibility.
