Position: Procurement Consultant
Dates: on/about October 10, 2022 – November 30, 2022
Estimated LOE: 38 days ( full-time)
Reports to: Project Startup Lead/Chiefs of Party
Position Summary
The Consultant will provide procurement support to projects implemented by RTI International, and under the guidance of project leadership will be responsible for compliance of procurement processes undertaken in line with USAID rules and regulations, RTI policies and procedures, and ensure completeness and high quality of procurement documentation.
This position is expected to be full time during the duration of the assignment. The position is expected to report to the office 5 days/ week.
Main Responsibilities
The Consultant will work with the Operations and Activity team to complete the following tasks:
- Ensure that all procurement actions are conducted as required according to RTI operations and USAID Rules and Regulations with the highest degree of personal and professional ethics.
- Coordinate procurement actions with technical and operational leads, as appropriate, and ensure mitigation of risk and conflict of interest in the procurement process.
- Support in the tracking and updating of the procurement plan and tracker.
- Perform all phases of sourcing activity to ensure best value and within required lead times for a variety of requirements in Rwanda.
- Prepare, issue, coordinate, and negotiate RFQs and RFPs for assigned procurements such as materials, equipment, commodities, and services.
- Effectively negotiate with suppliers on procurements for the best overall value to the project.
- Coordinate issuance of purchase orders in accordance with company policies and procedures and USAID rules and regulations.
- Contribute to the supply chain management efforts up to and including logistical support from the ordering point through the follow-up, expediting, and delivery of the required goods and/or services.
- Ensure files for all procured goods and services and complete and compliant to company policies and USAID rules and regulations.
- Finalize procurement packages, file them in an organize and timely manner, and upload them onto SharePoint.
- Coordinate timely payments for vendors with accounting staff and operational leads in the projects.
- Maintain Project Assets Management in RTI’s monitoring system and manage Inventory Control.
- Perform any other duties as assigned by Project Startup Lead, Chiefs of Party, or Home Office Management Staff.
Qualifications
- Bachelor’s degree and 5 years of experience supporting or leading procurements and administration for international donors, preferably USAID-funded project.
- At least 3 years of experience supporting procurement and administration processes under USAID-funded projects required.
- In-depth knowledge of USAID or other US Government donor agency procurement regulations required.
- Strong working knowledge of purchasing strategies.
- Strong analytical thinking, planning ability and problem-solving skills.
- Detail oriented, superb organizational skills, and able to meet tight deadlines.
- Self-motivated, results driven, prefers to work in a fast-paced dynamic environment.
- Advanced working knowledge of Microsoft Word, Excel, and other software.
- Excellent communication, interpersonal, and negotiation skills, including fluency in English.
- Availability to undertake assignment immediately in a full time basis.
