Position Purpose
Under the guidance and direct supervision of the Head of MSU, the MSU Programme Associate provides assistance in execution of services in the CO Programme Unit, supports the design, planning and management of the country programme by managing data and facilitating programme implementation. The Programme Associate promotes a client-oriented approach consistent with UNDP rules and regulations.
The Programme Associate supports the CO programme unit staff. The Programme Associate works in close collaboration with the DRR, operations, programme and project teams in the CO and UNDP HQs staff for resolving complex programme-related issues and information delivery.
KEY DUTIES AND ACCOUNTABILITIES
Quality Control
- Review project delivery and alert management to potential problems.
- Assist the Head of Unit on reviewing the Spot-checks and keep the CO as HACT compliant
- Review programme implementation modalities.
- Provide timely reports to management on CO performance & make recommendations for improvement, including benchmarks.
- Review project filing systems, identify problems, make recommendations.
- Ensure projects are in the correct stages of activity and assisting in the proper closure of projects both operationally and financially.
- Advise management on possible changes needed in implementation guidelines
- Ensure all the Spot checks are conducted and the actions mitigated by the responsible units
Provides effective support to management of the CO programme focusing on the achievement of the following results:
- Initiation and entering of projects into Atlas.
- Preparation of required budget revisions.
- Provision of guidance to the executing agencies on routine implementation of projects, tracking use of financial resources.
- Follow up on performance indicators/ success criteria, targets and milestones, preparation of reports.
- Monitoring of CO dashboards and supporting the units to ensure all dashboards are up to date
- Analysis of the situation in programme, identification of operational and financial problems, development of solutions.
- Preparation and conduct of audit of NEX projects, implementation of audit recommendations.
- Management of the PRMS tool
Provides administrative support to the Programme Unit and DRR focusing on achievement of the following results:
- Proper control of the supporting documents for payments before submission for approval
- Support the DRR office in preparing for partnership engagement meetings, managing the calendar and coordination support across units
- Other duties assigned by the DRR and Head f MSU
- Act on behalf of the head of MSU in their absence
REQUIREMENTS
Education:
- Bachelor’s degree, preferably with specialized certification in, Social Sciences, Business Administration, Accounting and Finance.
- Master’s Degree in Business or Public Administration, Economics, Political or Social Sciences would be desirable, but it is not a requirement.
Experience, Knowledge, and Skills
- 4 years’ relevant work experience with bachelor’s degree and 7 years relevant work experience with Secondary Education.
- Experience in the usage of computers and office software packages (MS Word, Excel, etc ATLAS system) and advance knowledge of spreadsheet and database packages, experience in handling of web-based management systems.
Language Requirements
- Fluency in English/French desired and Fluency in the National Language of the duty station.

- Digital & Innovation: Data analysis: Ability to extract, analyses and visualize data (including Real-Time Data) to form meaningful insights and aid effective decision making. Promote innovation and digital in managing the assigned portfolio.
- Finance: Anti-fraud and anti-bribery and corruption: Understanding the policy and best practice relating to anti-bribery and corruption control. Anti-fraud: Understands the fraud risks faced by public bodies and being able to effectively analyse data to support fraud identification and fraud risk management; understands the fraud risks faced by public bodies and is able to conduct fraud risk assessment and response plan
