REQUEST FOR EXPRESSION OF INTEREST (EOI) – RWA/02/2025 for “Advancing Institutional Clean Cooking in
Rwanda’s School Feeding Programme”

A. Background
1. The United Nations World Food Programme hereinafter referred to as the “WFP”, with its Headquarters located
in Via C.G. Viola, 68/70, 00148 Rome, Italy is the leading humanitarian organization saving lives and changing
lives, delivering food assistance in emergencies and working with communities to improve nutrition and build
resilience by assisting almost 100 million people in around 83 countries each year. About 17,000 people work
for the organization, most of them in remote areas, directly serving the hungry poor.
2. The WFP School Feeding team in Rwanda Country Office seeks to procure the supply, installation, and servicing
of institutional electric pressure cookers (EPCs) and institutional electric steam-jacketed electric stoves (80 – 500
litres) for 10 rural schools with student enrolments ranging from 500 to 5,000. The objective is to test and expand
access to institutional clean cooking solutions, and generate operational , financial, and policy evidence to guide
large-scale adoption across Rwanda.
3. This procurement package forms part of the project “Advancing Institutional Clean Cooking in Rwanda’s School
Feeding Programme (ICC SF)”, implemented under Phase II of the Novo Nordisk Foundation grant – Impact
Pathway #3 to “Facilitate the Decarbonisation of School-Feeding Systems.”
4. This procurement package is designed within the context of WFP to support Rwanda’s effort to enable a largescale transition toward clean, efficient, and sustainable cooking within the school feeding sector. By
demonstrating viable models and delivery pathways, the initiative aims to provide practical evidence to inform
and shape this wider transition effort. WFP Rwanda Country Office, leveraging its global experience in energy
for food systems and its partnership with NORCAP to deliver specialised technical expertise, is supporting
national efforts through capacity building and technical assistance. The pilot project therefore represents a
critical step in building the models and delivery pathways required to inform Rwanda’s broader transition toward
clean, efficient, and sustainable cooking within the school-feeding sector.
5. The procurement scope includes the following key components:
a. Site assessment and system sizing. Assess each school’s kitchen layout, electrical system, and site
conditions to determine the electrical supply requirements, verify available load capacity, and identify
safe connection points and necessary electrical upgrades.
b. Kitchen surface preparation and electrical upgrades. Prepare kitchen surfaces and layouts with
heat-resistant platforms, ensuring safe equipment spacing for the electric stoves. Upgrade the kitchen’s
electrical system as required to ensure compliance with the safe operation of the cooking equipment.
c. Installation, user training and annual maintenance. Install the electric cooking equipment and
smart meters. Jointly design and deliver adapted stove training materials and training sessions for
school cooks. Provide annual maintenance and repair services for the installed electric cooking systems.
d. Participation in learning sessions: Participate in monthly online learning reviews following the
installation phase to jointly analyse evidence, capture lessons learned, and identify operational insights
and recommendations to inform future scale-up and the broader national transition effort.
e. Engagement in financial model design: Participate in online consultations and design sessions with
WFP to guide the development of operational and financial models to enable the scale-up of
institutional clean cooking in schools.
6. WFP invites eligible suppliers to express their interest in partnering with WFP to conduct the piloting, installation,
training, monitoring, and overall

12. All supporting documentation listed above shall be prepared in accordance with the instructions provided and
sent by email to rwanda.procurement@wfp.org.
13. WFP will not consider incomplete or unsigned submissions. All responses and supporting documentation
received will be treated as strictly confidential and will not be made available to the public.
14. This request for EOI does not constitute a solicitation. WFP reserves the right to change or cancel this
procurement process or any of its requirements at any time during the process; any such action will be
communicated to all participants.
