The International Center for Research in Agroforestry (ICRAF) has received a grant from the African Development Bank to implement a project entitled: “Promoting Climate Smart Agriculture for Improved Rural Livelihoods and Climate Resiliency in the Climate-Vulnerable Eastern Province of Rwanda Project” and intends to apply part of the agreed amount for this grant to payments under the intends to apply part of the proceeds of the grant to facilitate payment for a contract for preparation of Project Completion Report by an individual consultant who will be based in Rwanda.
The Consultant is expected to assess the “Promoting Climate Smart Agriculture for Improved Rural Livelihoods and Climate Resiliency in the Climate-Vulnerable Eastern Province of Rwanda Project” performance and prepare a Project Completion Report (PCR ) that will present lessons learned in terms of: compliance with the Grant conditions, procurement performance, financial performance, resource use efficiency, physical implementation performance, cost-benefit analysis, sustainability of the project in terms of, financial sustainability, institutional sustainability and strengthening of capacities, ownership and sustainability of partnerships, environmental and social sustainability and performance of stakeholders.
The selected consultant will be responsible for conducting an in-depth Project Completion Reporting exercise, which includes but is not limited to:
- Reviewing project documentation, including proposals, reports, and implementation plans.
- Conducting interviews and consultations with project stakeholders, including farmers, community leaders, project staff, and relevant government officials.
- Assessing the effectiveness and impact of project interventions in promoting climate-smart agriculture practices and enhancing rural livelihoods.
- Analysing the sustainability of project outcomes and identifying lessons learned and best practices.
- Compiling a comprehensive Project Completion Report, including findings, recommendations, and actionable insights for future projects or initiatives.
Qualifications: Interested consultants should demonstrate the following qualifications:
- Proven experience in conducting project evaluation and completion reporting, preferably in the field of climate change adaptation, agriculture, or rural development.
- Strong understanding of climate-smart agriculture principles and practices.
- Expertise in qualitative and quantitative research methodologies, data analysis, and report writing.
- Familiarity with the socio-economic context and challenges faced by rural communities in climate-vulnerable regions.
- Excellent communication and stakeholder engagement skills.

Submission of Expression of Interest:
Interested consultants/firms are invited to submit their Expression of Interest (EOI) along with relevant credentials/information indicating that they are available and qualified to perform the service (curriculum vitae describing education and training, similar or related assignments, experiences in similar conditions, etc.).
The eligibility criteria, the establishment of a short list and the selection procedure shall be in conformity with the African Development Bank’s Procurement Policy for Bank Group Funded Operations, approved by the Bank’s Boards on 14 October 2015, and available on the Bank Website at http://www.afdb.org.
