Nature of services: Framework Contract for Provision of Know Your Client (KYC) solution to Rwanda Finance Ltd (RFL)

Brief description of the Service Sought

RFL seeks to acquire a Know Your Client (KYC) solution from a competent service provider to be compliant with regulatory requirements. The solution should have the capability to execute identity verification, sanction screening, Anti-Money Laundering Screening among others.

Scope of Services:

The services to be provided include but are not limited to;

1. Provision of access to an updated, fully functional online Know Your Client (KYC) compliance data base solution.
2. Provision of training to the users of the solution.
3. Provision of assistance throughout the contract period.

Technical Proposal

The Technical Proposal shall provide the following information;

1. Company Profile: A brief description of the company including its’ expertise and an outline of similar services offered in the last five (5) years, including name of client and contacts.
2. Technical Approach: Solution providers should detail their methodology to fulfill the scope of services.

Financial Proposal:

The Financial Proposal shall provide the following information;

• Solution providers should provide a cost proposal providing itemized fees for the proposed services under the scope of services defined above.

Reporting Line:

• The Solution service provider will report to the Chief Legal Officer;

Requirements:

The Solution service provider must have:

1. Proven experience of not less than 5 years’ providing similar services.
2. Evidence of three certificates of satisfactory service delivery.

Administrative Documents:

Letter of Interest addressed to the CEO, Rwanda Finance Ltd

Notarized copy of Certificate of Incorporation

Notarized Power of Attorney, if the person signing is different from the one on the certificate of incorporation

Proof of solvency or a copy of an audited financial statement

Notarized copy of certificate of membership to a professional body if any

Proposal Evaluation:

The following criteria will be used for the evaluation of the bids:

 

Solution service providers agreement with terms and conditions

The completion of all RFP requirements must be in accordance with the instructions contained in this RFP. Submission to RFL of the technical and financial proposals will constitute an offer and indicates the Solution service providers agreement to the terms and conditions set forth in this RFP. RFL is not required to accept and/or evaluate proposals that do not conform to the instructions of this RFP and, in addition, RFL may reject all proposals and not make an award. Issuance of this RFP in no way obligates RFL to render an award, nor does it commit RFL to pay any costs incurred by the Solution Service Provider to prepare and submit a proposal.
