REQUEST FOR QUOTATION FOR PROVISION OF CAR WASH SERVICES UNDER FRAMEWORK AGREEMENT.
(PREQUALIFICATION STAGE)
Living Water International Rwanda (LWIR), an affiliate of Living Water International (LWI), is a Christian non-governmental organization that has been operating in Rwanda since 2007 to provide Water, Sanitation, and Hygiene (WASH) services. LWIR hereby invites qualified and reputable companies to submit Quotations for provision of car wash services in under the framework agreement.
Objective of the Service
The main objective of the service is to provide car wash services to Living Water International Rwanda on time upon request and the car wash stations should be in the city of Kigali, Ruhango, Rwamagana, Kayonza and Nyanza districts.
Terms of reference
The washing services required for LWI’s vehicles and motorcycles, to be performed upon request, include the following:
The Bidder should meet the following eligibility requirements:
- Registered as commercial company by RDB
- Good standing certificate issued by RRA
- Tax clearance issued by RRA
- Washing station/s supported by a list of location/s with addresses
- Sufficient space to accommodate at least 6 vehicles at a time,
- Insurance coverage for the washing station, demonstrated by a valid insurance certificate covering damage/liabilities.
- Security measures (guards, cameras, etc.)
- Experienced staff with vehicle washing knowledge and washing facilities such as car washing machines
- Capability to deliver services in a timely, efficient, and professional manner, supported by reference letters from at least 2 previous clients.
- Operating hours (6am – 9pm or 24 hours), demonstrated by an operational schedule or declaration.
- Availability on weekends and public holidays
- Proximity to main road
- Willingness for end-of-month payment
- Ability to issue EBM receipts to support payments
- CAR WASH stationed in districts mentioned above

- Submit your quotations with relevant supporting documents merged with ONE single PDF document to LWIRProcurement@water.cc and write “QUOTATION FOR CAR WASH SERVICE” in the subject line
- Deadline for Submission: October 25th, 2025, 17:00 (Rwanda time) , late submissions will be rejected
