Chance for Childhood (CfC) – Rwanda, seeks service providers to submit competitive bids for Supply of Assistive Devices, Measurements, Fitting & Delivery for Leaners in need from BURERA, GAKENKE and GICUMBI districts.

1. BACKGROUND

Chance for Childhood Rwanda seeks quotations from qualified service providers to supply and provide the assistive devices, taking measurements, fitting & delivery services according to the attached specifications for learners identified under RISE Project from BURERA, GAKENKE and GICUMBI districts and plans to issue a contract/LPO to one successful bidder through a full and open competition.

2. GENERAL REQUIREMENTS

Bidders are invited to submit quotations in accordance with requirements of the enclosed RFQ. Quotations must be received by Chance for Childhood no later than the date and local time stated in this RFQ. Chance for Childhood requires that proposals remain valid for a minimum of 15 calendar days after submission.

The bidders should read the entire solicitation, which includes all pertinent technical sections and the terms, conditions and instructions required for submitting a quotation. This solicitation in no way obligates Chance for Childhood to award a contract, nor does it commit Chance for Childhood to pay any cost incurred in the preparation and submission of a quotation in response hereto.

• Furthermore, Chance for Childhood reserves the right to reject any and all bids, if such action is considered to be in the best interest of Chance for Childhood. All devices must meet relevant safety and regulatory standards.
• Devices to be delivered in good condition; any defects or deviations must be remedied by the supplier.
• Ownership and responsibility transfer upon acceptance.

 3. ITEMS & SPECIFICATIONS

Below is the list of required assistive devices, with detailed specifications. Suppliers are requested to quote each line item, including all associated costs (procurement, fitting, delivery, warranty, transport, etc.).

 4. SUPPLIER QUALIFICATIONS

• Registered business / supplier in Rwanda, or able to legally import and supply these devices; valid registration documents.
• Demonstrable experience in supplying assistive devices, crutches, orthotics & prosthetics, wheelchair provision and fitting.
• Capacity to provide measurement & fitting services, including follow-ups.
• Ability to deliver to remote/rural locations.
• Warranty & after-sales support including repair, spare parts.

5. PRICING & COSTING

Each quotation must include:

• Unit cost of each device or service; total cost per line item.
• All costs for measurement, fitting, delivery, transport, packaging.
• Any taxes, duties, customs fees.
• Warranty period and cost implications.
• Validity of quote (60 days).

6. DELIVERY & IMPLEMENTATION

• Measurement & fitting must be scheduled promptly after order; delivery & fitting to be completed by October 2025.
• AT follow-up visits (e.g. 1 month, 3 months) to check usage and address issues.
• Logistic support for caregivers / children for appointments.

7. EVALUATION CRITERIA

The LPO will be awarded to the bidder that receives the highest score as set out in the criteria below.

The currency of the bid will be in Rwandan Francs (RWF) and will be inclusive of all applicable Taxes. It is anticipated that award will be made solely based on these original quotations. However, Chance for Childhood reserves the right to conduct any of the following:

• Conduct negotiations with and/or request clarifications from the bidder prior to award.
• While preference will be given to bidders who can address the full requirements of this RFQ, Chance for Childhood may issue a partial award or split the award among various suppliers, if in the best interest of Chance for Childhood.
• Chance for Childhood may cancel this RFQ at any time.
