1. Background

International Alert Rwanda is implementing multiple peacebuilding and development initiatives across the country, working with diverse stakeholders to promote social cohesion, strengthen community resilience, and support inclusive governance. To effectively deliver on its mandate, the organization relies on efficient and reliable office infrastructure, including information and communication technology (ICT) equipment. This procurement is intended to ensure that staff have modern and functional ICT equipment that meets the technical requirements necessary for regular office work and program delivery.

2. Objective

The objective of this procurement is to acquire four (4) Lenovo laptops and five (5) HP laptops for use by International Alert Rwanda staff in their day-to-day office work.

4. Quantity

• 5 HP Laptop and 4 LENOVO Laptop .

5. Eligibility and Requirements

Interested suppliers must meet the following criteria:

• Be a legally registered company in Rwanda.
• Have experience supplying electronic equipment (preferably Laptop ).
• Provide proof of similar past deliveries (at least 3 references in the last 3 years).
• Ability to provide after-sales support or servicing options in Rwanda.
• Include valid RRA and RSSB clearance certificates.

6. Submission Requirements
Qualified suppliers should submit:

• A financial offer clearly showing unit cost, total cost (inclusive of VAT and all charges).
• Delivery schedule.
• Company profile and registration documents.
• Past performance references (minimum 3).
• Warranty and support plan.

7. Evaluation Criteria
Bids will be evaluated based on:

• Compliance with technical specifications.
• Price competitiveness.
• Delivery timeline.
• Warranty and after-sales support.
• Past experience and references.

8. Submission Deadline
