Request for the Expression of Interest (EOI) at Rusumo Power Company Limited (RPCL) Deadline: 7 October, 2025
Rusumo Power Company Limited (RPCL) is a regional energy utility jointly owned by the Governments of Burundi, Rwanda, and Tanzania. RPCL is responsible for the management and operation of the 80 MW regional hydropower plant located at the Rusumo Falls on the Akagera River. The company plays a critical role in regional energy integration and sustainable development.
In light of RPCL’s evolving role, emerging energy demands, and growing opportunities across the East African region, RPCL seeks to engage a qualified consultant to develop its 10-Year Strategic Plan (2025–2035), with a theme “Where do you see RPCL in 10 years?”. This plan will serve as a roadmap to guide the Company’s transformation into a multi-plant, regionally integrated, and financially sustainable utility company.
The Rusumo Power Company Limited (RPCL) would like to hire a consultant firm to Develop the RPCL 10-Year Strategic Plan (2025–2035).
The objective of this assignment is to provide strategic direction for RPCL through the development of a practical, results-driven 10-Year Strategic Plan. The plan should articulate a clear vision, mission, core values, strategic goals, and actionable initiatives aligned with regional and national energy development agendas.
The received (EOI) shall be subjected to the evaluation criteria based on general experience, experience on similar assignments and human resources indicating that they are qualified to perform the services by provision of (brochures, description of similar assignments, experience in similar conditions, and availability).
The Consultant Firm shall demonstrate capability in providing Consultancy Services for Developing Strategic Plan, with at least 10 years of experience in strategic planning, preferably in the energy or infrastructure sectors, experience in developing strategic plans for public or private utilities and understanding of the East African power sector and regional integration initiatives.
The consultant team should comprise multidisciplinary experts with appropriate qualifications and experience and indicative key team members include (a multi-disciplinary team with expertise in energy, finance, economics, stakeholder engagement, and governance). No individual Bio-data requested at this stage.
The consultant will be selected in accordance with the Consultant Qualification Selection (CQS) set out in the RPCL Procurement Manual of May 2021. In case of deadline submission of (COI) fails on the government holidays, the next working day shall be considered as the last day of submission.
