Based in Seoul, The Global Green Growth Institute (GGGI) is an intergovernmental organization founded to support and promote an economic growth model known as “green growth,” which targets key aspects of economic performance such a poverty reduction, job creation, social inclusion, and environmental sustainability. GGGI works with countries around the world, building their capacity and working collaboratively on green growth policies that can impact the lives of millions. The organization partners with countries, multilateral institutions, government bodies, and the private sector to help build economies that grow strongly and are more efficient and sustainable in the use of natural resources, less carbon-intensive, and more resilient to climate change.

BACKGROUND AND OBJECTIVE

The Global Green Growth Institute seeks to engage a long-term consultant for the Waste to Resources project, which seeks to increase waste valorization through circular economy approaches and improve upon the sustainability of solid waste management practices in Rwanda. The consultant will be required to employ the latest tools and methodologies for determining and monitoring GHG emissions both at the sector level for waste and at the project level. Responsibilities of the consultant are to include:

• • Analyse and refine the baseline of GHG emissions from the Nduba landfill site.
  • Provide input into data collection tools developed for monitoring waste streams entering Nduba landfill site.
  • Review data collected from Nduba.
  • Develop scenarios for GHG emissions reduction (BAU vs Project Impact).
  • Develop a project tool and protocol for analyzing and calculating greenhouse gas emissions for solid waste management
  • Train staff and relevant stakeholders on the use of the tool and protocol
  • Monitor, track, and analyze data for GHG emissions for project pilot projects.

SCOPE OF WORK

This assignment will include: (i) review and analysis of relevant existing data, baseline GHG estimates, and identify data gaps; (ii) provide recommendations and provide feedback on data collection tools; (iii) review, refine, and analyze GHG emissions reduction scenarios; and (iv) develop GHG emission estimates for each pilot project and intervention implemented as a result of the project.

DETAILED TASK DESCRIPTION

The consultant will support analysis of GHG emissions connected to the baseline data from the Nduba landfill site, provide input into data gaps and data collection tools, provide detailed scenarios of GHG emissions reduction (and provide full explanation of the methodology used), and produce similar analyses of each intervention (and comparison against GHG emissions).

(Component A): Analysis of baseline data for Nduba landfill site

i) Review, analyze, and refine existing baseline data. Recommend methodology for assessing scenarios and proposed interventions.

ii) Support the development of data collection tools, identify data gaps, and provide technical assistance to the local efforts to collect data from the Nduba landfill site.

iii) Collection of data from Nduba landfill site, assessment of potential scenarios, and provide recommendations on cost effectiveness per tCO₂eq for each intervention proposed.

iv) Assess each pilot project for estimated GHG emission reduction.

v) Analyze GHG emissions reduced as a result of project interventions.

The outputs of this work will include: (i) baseline data on GHG emissions from the Nduba landfill site; (ii) identification of data gaps and refinement of data collection tools; and (iii) an analysis report on the GHG emissions from the site; (iv) provide input and assessment of potential interventions and pilot projects at the site; (v) a report on GHG emissions baseline, scenarios, and projections with full explanation of the methodology used.

(Component B): E-waste GHG Emissions Analysis in both City of Kigali and Secondary Cities

i) Review and refine baseline data on e-waste treatment GHG emissions reductions.

ii) Support the development of data collection tools and monitoring and evaluation framework for GHG emissions from e-waste interventions.

iii) Analyse GHG emission reduced as a result of project interventions.

The outputs of this work will include: (i) review and refinement of baseline GHG emission estimates, scenarios, and projections; (ii) input into the development of data collection and monitoring and evaluation tools for GHG emissions from e-waste; and iii) analysis and report of GHG emissions reduced against baseline data as a result of interventions from the project.

(Component C): Capacity Building

i) Present the findings of Component A and B to key stakeholders.

ii) Provide training on GHG emissions analysis from waste to key Government of Rwanda stakeholders.

The outputs of this work will include: (i) a powerpoint presentation of the findings from the baseline scenarios, data gaps, GHG emissions reduction at Nduba landfill, GHG emissions reduction due to increased e-waste collection; (ii) input into the development of capacity building tools; iii) support training and workshops on the selected methodology of assessment GHG emission reduction from waste; and (iv) sharing of all raw data and models developed related to the project and data analysis.
