How can you make a difference?

Background:

Following the Ministry of health instruction; since October 2022, all HFs should fully shift from paper-based recording of vaccination data to immunization e-tracker system. However, we observe some of them who continue to use both vaccination registers and e-tracker system which affects the quality of the data recorder into the e-tracker system. In addition, data analysis shows quality issues which need to be handled by setting specific features for data quality checking.

For improving vaccine and vaccine devices management, the immunization program is initiating Vaccine Management Information System (VMIS). Currently, this system is being used by all HFs for vaccines and vaccine devices request and distribution only. Used features for request and distribution have many challenges which affect validation of stocks at all levels of the system and there is not possibility to generate reports on vaccine management.

In light of this, the Ministry of Health/Immunization Program is requesting UNICEF, as its primary immunization partner, to support the improvement of the immunization e-tracker system and VMIS systems and continue supporting health providers in the use of these systems.

UNICEF is hiring a technical staff at senior level and an institutional consultant (through supplies service contract) to improve the immunization digitization activities and to monitor the scale up at all levels including central level, districts hospitals and vaccination points.

Purpose of Activity/Assignment:

The purpose of this technical assistance is to monitor the operationalization and scale-up of the immunization e-tracker and Vaccine Logistics and Management Information Systems at central levels and health facilities in Rwanda and provide regular reports on the level of understanding the applications, challenges in using the two application and provide recommendations to make them use-friendly.

Key Tasks:

Review and identify important gaps in e-tracker systems

  • Work with the programmers and RBC vaccination unit to identify programmatic gaps
  • Provide programmatic recommendation for system review and improvement
  • Supportive supervision and mentorship to health facilities to identify user challenges and provide solutions to fix these challenges
  • Provide programmatic reports at monthly basis including recommendations and action taken

Review and identify important gaps in eVLMIS systems

  • Work with the programmers and RBC vaccination unit to identify programmatic gaps
  • Provide programmatic recommendation for system review and improvement
  • Supportive supervision and mentorship to health facilities to identify user challenges and provide solutions to fix these challenges
  • Provide programmatic reports at monthly basis including recommendations and action taken

Monitor the work conducted by the institutional consultant to improve e-tracker and eVLMIS

  • Work collaboratively as an expert in data with the developers for improved interfaces and user-friendly features
  • Ensure the system is well integrated to include nutrition indicators like Vit A, Deworming, growth monitoring
  • Provide brief progress reports to the Director of vaccination unit in order to make immediate comments
  • Participate in all activities assigned to the developers and report back   on the level of implementation

Payment 1: 10%

  1. Review and identify important gaps in e-tracker and eVLMIS systems
  2. E-tracker programmatic recommendations for system review and improvement shared with approval from RBC

Payment 2: 20%

  1. Supportive supervision and mentorship to health facilities on e-tracker use completed
  2. Provided programmatic reports at monthly basis including recommendations and action taken

  1. Monitor the work conducted by the institutional consultant to improve e-tracker and eVLMIS

Payment 4: 10%

  1. Technical report provided, showing the integration of nutrition in e-Tracker and other identified gaps in the two systems with the approval from vaccination unit

Payment 5: 10%

  1. Brief progress reports including action taken with approval from vaccination unit submitted.

Payment 6: 10%

  1. Progress report on the implementation of the improved systems with approval from vaccination units provided.

Payment 7: 10%

  1. Final report on the scale-up of the improved e-tracker and eVLMIS

Payment 8: 20%

  1. Cleaned report on child cohort recorded for vaccination in e-tracker

To qualify as an advocate for every child you will have…

  • An advanced university degree (Master’s or higher) in Health Statistics, Public Health Epidemiology, data sciences
  • Having at least 8 years of experience in data management reporting, statistics, health information systems
  • Proven experience in immunization e-tracker and eVLMIS systems
  • Experience working with MOH/RBC
  • Experience working with UNICEF on any UN Agency is an added value
  • Report writing skills
  • Developing country work experience and/or familiarity with emergency is considered an asset.
  • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants. Consultants are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment.
